Items Included by the Senate and House
1. Vocational Rehabilitation Facilities. The Governor deleted language mandating the match amount for facilities establishment grants not exceed 21.3% The Senate and House maintained current year language. (Sec. 303)
2. King-Chavez-Parks Language. The House and Senate changed the intent language by listing all the initiatives funded under this program and specifying that the Department adhere to all boilerplate in the Higher Education Bill. They also added language requiring the Department to report on marketing efforts. (Sec. 321)
3. Medicaid Buy-In Program. The Governor deleted language requiring the department to work with Community Health to establish this program. The Senate and House maintained current year language. (Sec. 320)
4. Created For Caring. The Senate and House added new language requiring the Department to provide assistance to Created for Caring so they can compete for funding provided for in Part 1. (Sec. 323)
Conference Agreement on Items of Difference
5. Work First. The Governor changed the minimum number of clients the department must work to place in jobs that provide wages of $6.00 per hour from 25% to 50% but deleted language regarding uniform guidelines. The Senate concurred with wage change, maintained current year guideline language, and added new language regarding assessments for the re-referral participants. The House concurred with all the Senate changes and changed GED preparation time from 6 to 12 months. The Conference Committee concurred with the Senate. (Sec. 304)
6. State Employees. The Governor and Senate deleted language requiring the department to work with recently unemployed State employees and provide job training and search services. The House retained current year language. The Conference Committee concurred with the House. (Sec. 307)
7. Michigan Works! Service Centers. The Governor and House deleted language requiring the funds appropriated be used to provide sufficient funds to allow these centers to remain operational. The Senate maintained current year language. The Conference Committee concurred with the Senate. (Sec. 308)
8. Pre-college Programs for the Engineering and Sciences. The Governor deleted the required report for evaluating these programs for statewide implementation. The Senate maintained current year language and awarded $100,000 to a Jackson area program. The House concurred with the Senate. The Conference Committee did not include the Jackson language. (Sec. 309)
9. Adult Education Learning Grants. The Senate added new language allocating these grants to the Arab-American & Chaldean Council, the American Arab Chaldean Community Outreach Services, Inc., and the Jewish Vocational Service Organization. The House deleted the American Arab Chaldean Outreach Services, Inc. The Conference committee added the Arab Community Center for Economic and Social Services. (Sec.322)
10. Assistive Technology Loan Fund. The House added language requiring the funding appropriated be distributed to the Disability Rights Coalition. The Conference Committee changed the language to require the department to work with the Disability Rights Coalition to identify all sources of state and federal funds that could be used to create this loan fund. (Sec. 327)
11. Pilot Program for Private Employment Services. The House added language requiring the Department to work create a pilot program to coordinate with companies that provide private employment services. The Conference Committee did not include this language.
12. One-Stop Centers. The House added language requiring the department to ensure that the One-Stop centers were equipped to handle inquiries regarding the new Remote Initial Claims System in the Unemployment Agency. The Conference Committee did not include this language.
