House Changes to Senate-Passed:
1. Foster Care Regulation. The Governor and Senate included a $500,000 fund shift from Federal to GF/GP. The House reduced the line to create an item of difference. (100)
2. Records Maintenance and Document Handling. The House did not include the GF/GP increase to support a new Document Imaging System in the Bureau of Health Systems to automate the storing, sorting, and recording of files. This is consistent with the Governor's revised recommendation. (125,000)
3. Budgetary Savings. The House included larger cuts than the ($429,000) taken by the Senate. (527,200)
4. Fire Safety. The House concurred with the Senate changes in the per bed fee and the fund shift to GF for the increase to support the new office. 0
5. Fire Protection Grants. The House concurred with the $2,000,000 increase included in the Senate bill. 0
6. Video Monitoring Equipment. The House reduced this to create an item of difference. (100)

FY 2001-02 CONSUMER AND INDUSTRY SERVICES BUDGET - BOILERPLATE HIGHLIGHTS
Changes from FY 2001-02 Senate-Passed:
1. General Sections. The House changed notice for privatization to 90 days (Sec. 207), changed Buy American to require Preference for Michigan based products (Sec. 209), and added a new section requiring a report on all balances of Restricted Fund sources (Sec. 215).
2. Hiring Freeze Language. The House added current year language on exception for Federally funded positions and did not include exception language regarding exception for legislative intent. (Sec. 205)
3. Arts and Cultural Grants. The House concurred with all Senate and Governor changes but deletes subsection (23) to allow funding consideration for the renovation of the Cascades Manor House. (Sec. 306)
4. Nursing Home Quality Care Incentive Program. The Senate deleted this language. The House maintained current language requiring posting of criteria on the Internet. Added new language allowing every facility to be eligible each year unless a substandard care citation has been issued. (Sec. 333)
5. Additional Day Care Licensing Staff. The House did not include current year language regarding hiring 20 additional staff and maintained 210 to 1 facility to inspector ratio.(Sec. 326)
6. MIOSHA. The Senate concurs with the Governor but adds new language requiring the $224,000 be used to hire 3 additional inspectors for either construction or general industry safety divisions. The House concurred and added a report requirement. (Sec. 332)
7. Video Monitoring Equipment. The Senate added new language allocating $35,000 to the Oakland County Sheriffs Department and $35,000 to Wayne County Sheriff's Department and requiring a match. The House changed amounts to $34,950. (Sec. 331)
8. EMS Grants & Contracts. The House added new language requiring the Department to enter into a competitive bid process for awarding these grants. One bid has to come from a single contractor in the U.P. (Sec. 324)
9. Administrative Law Judges. The House added language requiring the Department to hold hearings within 150 miles of a regulated business or individual before it. (Sec. 339)
10. Fire Protection Grants. The House added language requiring awardees with population over 750,000 to use these funds for fire service expenses. (Sec. 340)
11. State Employees. The House added language requiring the Department to work with Civil Service to assist with those employees that lose their jobs. (Sec. 341)
12. Utility Consumer Representation. The House added language requiring the Department to do public service announcement to inform customers of the availability of these funds. (Sec. 326)
13. Nursing Home Inspectors. The House added new language requiring these inspectors have past experience in the long term care industry. (Sec. 334)
14. Remote Initial Claims Centers. The House added language requiring the Department to provide an option for an unemployment claimant to speak with an individual be available on the automated phone system. (Sec. 337)
15. Nursing Home Staff Report. The House added language requiring the nursing homes to include pool staffing percentages in their quarterly reports which the Department will make available. (Sec. 338)
16. Board of Psychology. The House added language requiring renewal applicants to provide proof of 2 years of continuing education. (Sec. 335)
17. Nursing Scholarship Program. The House added language requiring the department to promote this program. (Sec. 336)
