1. Other Changes. The Governor, Senate, and House made adjustments to various Federal, restricted and private fund sources. (18,467,700)
2. Records Maintenance and Document Handling. The Governor included a GF/GP increase to support a new Document Imaging System in the Bureau of Health Systems to automate the storing, sorting, and recording of files. The Senate concurs. The House reduced by $100. The Conference Committee did not include this new program. 0
3. Fire Protection Grants. The Senate and House increased restricted fund for this line. 2,000,000

4. Fire Safety. The Governor increased the per bed Fire Safety Inspection fees charged to hospitals and the plan review fees charged to hospitals and schools which will generate $623,300 in additional restricted revenue. Of this restricted revenue, $207,100 will be matched with $101,800 Federal and GF/GP and will be used to open a new Fire Safety Office in Southeast Michigan with 4.0 additional FTEs. The Senate and House concurred with the Governor on the plan review fee increase but recommended maintaining the per bed fee at the current year level and increasing the GF/GP by $127,000 to fund the southeast office. The Conference Committee did not include these fee increases. 0
5. Video Monitoring Equipment. The Senate recommends this new grant line for the Oakland County Sheriff's Department and the Wayne County Sheriff's Department. The House reduced this line by $100. The Conference Committee did not include this line item. 0
6. Council for Arts and Cultural Affairs. Pursuant to Executive Order 2001-1 the Conference Committee did not include this unit. It will be transferred to the newly created Department of History Arts and Culture. (26,536,200)
7. Workers' Compensation Fees. Pursuant to Target Agreements the Conference Committee replaced the GF/GP that funds this program with corporation and securities fees. 0
8. Nursing Home Quality Incentive Grants. The Senate maintained at the current year level. The House reduced by $100. The Conference Committee increased by $45,000. 45,000
9. Low Income/Energy Efficiency Assistance. The House created this new line item. The Conference Committee agreed to maintain the line. 60,000,000
10. Budgetary Savings. The Governor recommends a 0.5% GF/GP reduction in the overall budget. The Senate and House applied these reductions to specific line items. The Conference Committee made an additional ($247,000) in reductions. (676,000)

1. Clarification of Survey Terms. The Governor deleted the portion of this language requiring the department to work to clarify terms used in the surveys. The Senate and House maintained the current language. (Sec. 327)
Conference Agreement on Items of Difference
2. Arts and Cultural Grants. Conference transferred this language to SB 291.
3. Fire Safety Fees. The Governor increased the per bed annual fees charged to hospitals and plan review fees charged to hospitals and schools. The Senate maintains current year per bed fees but concurs with the Governor on plan review fee increases. The House concurred with the Senate. Conference reduced these fees to current year levels, consistent with the decision not to fund the new office. (Sec. 313)
4. Nursing Home Quality Care Incentive Program. The Governor deleted language requiring the department to develop this program and to post criteria on the Internet. The Senate concurs. The House maintained current year language and added language allowing facilities be eligible each year unless a substandard care citation is issued in the year(Sec. 333)
5. Additional Day Care Licensing Staff. The Governor deleted language requiring the FY 2001 increase be used to hire an additional 20 FTE. The Senate maintains the current year language and added a requirement to maintain the facility to inspector ratio at 210 to 1. The House did not include the new FTE language but did concur on the ratio language. The Conference Committee concurred with the House. (Sec. 326)
6. MIOSHA. The Governor deleted language requiring the department to fund a total of 31 general industry safety inspectors, 24 construction industry safety inspectors, and 27 industrial hygienist. The Senate concurs with the Governor but adds new language requiring the $224,000 be used to hire 3 additional inspectors for either construction or general industry safety divisions. The House concurred and added a report requirement. The Conference Committee maintained the current year language and the House report. (Sec. 332)
7. Video Monitoring Equipment. The Senate added new language allocating $35,000 to the Oakland County Sheriffs Department and $35,000 to Wayne County Sheriff's Department and requiring a match. The House concurred. Conference did not include this language.
8. EMS Grants & Contracts. The House changed to require the Department to enter into a competitive bid process for awarding these grants with one from a U.P.contractor . Conference maintained current language. (Sec. 324)
9. Administrative Law Judges. The House added language requiring the Department to hold hearings within 150 miles of a regulated business or individual before it. Conference changed it to intent language. (Sec. 339)
10. Fire Protection Grants. The House added language requiring awardees with population over 750,000 to use these funds for fire service expenses. Conference did not include this language.
11. State Employees. The House added language requiring the Department to work with Civil Service to assist with those employees that lose their jobs. Conference concurred with the House.(Sec. 340)
12. Utility Consumer Representation. The House added language requiring public service announcement to inform customers of the availability of these funds. Conference concurred with the House. (Sec. 326)
13. Nursing Homes Inspectors. The House added new language requiring these inspectors have past experience in the long term care industry (Sec. 338) and requiring nursing homes to include pool staffing percentages in their quarterly reports. The Conference Committee concurred. (Sec. 334)
14. Remote Initial Claims Centers. The House added language requiring the option to speak with an individual be provided on the automated phone system and that no one be on hold for more than 5 minutes. Conference concurred with the individual option on the automated system. (Sec. 337)
15. Board of Psychology. The House added language requiring renewal applicants to provide proof of 2 years of continuing education. Conference concurred. (Sec. 335)
16. Nursing Scholarship Program. The House added language requiring the department to promote this program. Conference concurred. (Sec. 336)
17. Low Income/Energy Efficiency Fund. New language was added to distribute these funds consistent with the Utility Deregulation Statute. (Sec. 342)
