2. Foster Care Regulation. The Governor recommends a $500,000 fund shift from Federal to GF/GP in accordance with a financial audit which identified unallowable administrative costs that were being charged to the Federal grant. The Senate concurs. 0
3. Records Maintenance and Document Handling. The Governor recommends a GF/GP increase to support a new Document Imaging System in the Bureau of Health Systems to automate the storing, sorting, and recording of files. The Senate concurs. 125,000
4. Remonumentation Grants. The Governor recommends an increase in restricted fund spending authority to expedite the replacement of U.S. public land survey corners. The Senate concurs. 1,000,000
5. Budgetary Savings. The Governor recommends a 0.5% GF/GP reduction in the overall budget. The Senate applied the reductions to specific line items. (429,000)
6. Health Maintenance Organization Regulation. The Governor recommends transferring the regulation of the managed health care plans from the Department of Community Health, pursuant to P.A. 252 of 2000. The Senate concurs. 595,500
7. Fire Safety. The Governor recommends an increase in the per bed Fire Safety Inspection fees charged to hospitals and the plan review fees charged to hospitals and schools which will generate $623,300 in additional restricted revenue. Of this restricted revenue, $207,100 will be matched with $101,800 Federal and GF/GP and will be used to open a new Fire Safety Office in Southeast Michigan with 4.0 additional FTEs. The Senate concurs with the Governor on the plan review fee increase but recommends maintaining the per bed fee at the current year level and increasing the GF/GP by $127,000 to fund the southeast office. 308,900

FY 2001-02 CONSUMER AND INDUSTRY SERVICES BUDGET - BOILERPLATE HIGHLIGHTS
Changes from FY 2000-01 Year-to-Date:
1. General Sections. The Governor recommends the deletion of the following sections: Privatization, Purchase of Foreign Goods, Deprived and Depressed, Notification of Grants, Affirmative Action. The Senate recommends maintaining current year language.
2. Hiring Freeze Language. The Governor recommends adding more specific exception language and deleting the exception for positions funded with Federal or restricted funds. The Senate concurs with the Governor's changes and adds an exception for any positions created by the Legislature in this Act or in P.A. 293 of 2000. (Sec. 205)
3. Report Retention. The Senate adds new language to require receipt and retention by the Department of all reports funded under the appropriation act. (Sec. 213)
4. Arts and Cultural Grants. The Governor recommends deleting the language requiring the Council to implement the Auditors' recommendations and to provide a progress report on implementation of those recommendations. The Senate concurs with the Governor. The Senate adds subsection (23) to allow funding consideration for the renovation of the Cascades Manor House. (Sec. 306)
5. Fire Safety Fees. The Governor recommends an increase in these per bed annual fees charged to hospitals and plan review fees charged to hospitals and schools. The Senate maintains current year per bed fees but concurs with the Governor on plan review fee increases. (Sec. 313)
6. Nursing Home Quality Care Incentive Program. The Governor recommends deleting the language requiring the department to develop this program and to post the criteria on the Internet. The Senate concurs.
7. Additional Day Care Licensing Staff. The Governor recommends deleting the language requiring the FY 2001 increase be used to hire an additional 20 FTE in response to rule changes governing these facilities. The Senate maintains the current year language and added a requirement to maintain the facility to inspector ratio at 210 to 1. (Sec. 326)
8. Clarification of Survey Terms. The Governor recommends deleting the portion of this language requiring the department to work with Community Health, the Ombudsman, and HCFA to clarify terms used in the surveys. The Senate maintains the current year language. (Sec. 327)
9. MIOSHA. The Governor recommends deleting the language requiring the department to fund a total of 31 general industry safety inspectors, 24 construction industry safety inspectors, and 27 industrial hygienist. The Senate concurs with the Governor but adds new language requiring the $224,000 be used to hire 3 additional inspectors for either construction or general industry safety divisions. (Sec. 332)
10. Video Monitoring Equipment. The Senate recommends new language allocating $35,000 to the Oakland County Sheriffs Department and $35,000 to Wayne County Sheriff's Department and requiring a match. (Sec. 331)
