Changes from FY 2000-01 Year-to-Date:
1. TANF Funding. The Governor recommends increased TANF funds for Day Care and FIP, including a 2% rate increase for deferred cases. Because TANF is over authorized in FY 2001, the proposal replaces TANF with other federal revenue. More TANF reductions are in the infant/toddler and the before- or after-school programs and the accessibility pool is eliminated. The Senate proposes additional funds for the Community Action Agencies for a total of $3 million TANF funds. (1,085,500)
2. Computer Technology. The Governor recommends an increase for CSES implementation costs, including legal support contracts and removal of the FY 2000 CSES sanction. The Senate reduces system enhancement and client services support for the .5% budgetary savings. 37,597,500
3. Foster Care and Adoption Subsidies. The Governor recommends increases for full year cost of the 3% FY 2001 rate increase, a 2% rate increase for parents only, Title IV-E and adoption caseloads and a projected shortfall in adoption costs. A proposed reduction for a projected decline in SWBC cases, offsets the increases. The Senate proposal includes $300 for desired discussions on a 5% rate increase for child placing agencies and private residential treatment facilities. (15,953,800)
4. Other Children and Family Programs. The Governor recommends funds for independent living services and TANF funds for the Child Well Being program. A reduction of county shelter federal funds is proposed. The Senate includes $112,500 in TANF for Created for Caring and funds for specific programs for a desire to continue discussions on increased program funds. 2,037,600
5. Juvenile Justice Services. The Governor recommends more funds for the Child Care Fund and transfers to create three new program lines. Funds for youth transport volunteers, electronic monitoring equipment, and Maxey school systems related to construction are recommended. The Senate substitute eliminates the Maxey, transport and monitoring funds. 33,948,000
6. Grants. The Governor recommends increases for SER home repairs, a 2% rate increase for SDA cases, and Food Stamp and LIHEAP increased federal awards. Reductions in the SDA caseload, Food Stamp and SDA cost-per-case are recommended. The Senate includes $200 for a desire to discuss an increase in multicultural and indigent burial reimbursement funds. The one-time FY 2001 LIHEAP emergency funds are not included in the recommendation. (79,332,800)
7. Economic Adjustments. The Governor recommends a 3% increase for classified positions and adjustments for retirement, insurance, building occupancy and workers compensation. 22,447,200
8. Other Changes. The Senate includes a reduction in CSS&M and training and staff development. (4,398,500)
