1. Standard Sections. The Conference Committee report contains all standard language sections.
Conference Agreement on Items of Difference
2. Privatization. The House included modified current-year language. The Conference Committee includes the modified language with a definition of "privatization" to mean the transfer of state highway maintenance functions currently performed by public entities to private contractors. (Sec. 207)
3. Construction Zone Traffic Enforcement. The Senate included language that would earmark $1.5 million for construction zone traffic enforcement with up to $500,000 for State Police activities. The House deleted the language. The Conference Committee provides up to $700,000 for enforcement activities without agency designation. (Sec. 324)
4. Odometer Tax. The Senate included a prohibition on spending funds to participate in a study of taxation based on the number of miles a person drives. The House did not include this language. The Conference Committee agrees with the House.
5. Rail Grade Separation Projects. The House included new language allowing local units to use their road maintenance funds to provide a match for Federal funds for rail grade separation projects. The Conference Committee agrees with the House. (Sec. 346)
6. Noise Abatement Policy. The House included new language requiring the Department to develop a plan to implement the policy of the Commission on noise abatement. The Conference Committee agrees with the House. (Sec. 349)

16. CTF Unreserved Balance. The Senate included language to provide up to $10 million of unreserved Comprehensive Transportation Fund balance for local bus operating grants. The House included current-year language to require transfers of any balance in excess of $1.0 million. The Conference Committee concurs with the House, but provides first priority to local bus operating grants. (Sec. 715)
17. Tie-Bar. The House included a tie-bar to House Bill 4825 (Shackleton). The Conference Committee does not include.
