1. Executive Order 2001-1. This Executive Order creates this new department which includes programs transferred from the Department of State, the Department of Natural Resources and the Department of Consumer and Industry Services. The effective date of the order is August 5, 2001. This bill will appropriate funding for the new department for FY 2001-02. Below are the line items included in the Governor's Revised Recommendation and some changes included in this Senate bill.
2. Department Operations. The Governor's Rev. Rec. creates this new unit which includes line items for unclassified salaries, rent and building occupancy, worker's compensation, management services, and the Film Office. Funding for this line includes $428,700 GF transferred from the other departments and $279,900 new GF funding. 708,600
  • Council for Arts and Cultural Grants. This Governor's Revised Rec. transfers this unit from the Department of Consumer and Industry Services. It includes the transfer of 1.0 FTE and $77,000 from the Executive Direction line in CIS. It does not include the ($25,300) GF economic increases proposed in the Original Governor's Rec. The Senate did not include this transfer of the FTE or the $77,000 GF but did include the GF economic increase.

  • Mackinac Island State Park Commission. The Governor's Revised Rec. transfers this unit from the Department of Natural Resources. The unit was reduced by ($43,500)GF. The Senate did not include this reduction.

5. Michigan Historical Program. The Governor's Revised Rec. transfers this unit from the Department of State. It does not include the ($115,500) GF economic increases nor does it include the ($200,000) GF for the Thunder Bay National Marine Sanctuary proposed in the Original Governor's Rec. Changes from FY 2000-01 Year-to-Date:
1. General Sections. The Governor recommends the deletion of the following sections: Privatization, Purchase of Foreign Goods, Deprived and Depressed, Notification of Grants, and Affirmative Action. The Senate recommends maintaining current year language.
2. Hiring Freeze Language. The Governor recommends adding more specific exception language and deleting the exception for positions funded with Federal or restricted funds. The Senate concurs with the Governor's changes and adds an exception for any positions created by the Legislature in this Act or in P.A. 293 of 2000. (Sec. 205)
3. Report Retention. The Senate adds new language to require retention by the Department of all reports funded under the appropriation act. (Sec. 213).
4. Arts and Cultural Grants. The Governor recommends deleting the language requiring the Council to implement the Auditor's recommendations and to provide a progress report on implementation of those recommendations. The Senate Concurs with the Governor and adds subsection (23) to allow funding consideration for the renovation of the Cascades Manor House. (Sec. 306)
5. Department Operations. The Governor adds language allowing for the appropriations in part 1 to be used for a $50.00 per diem payments to the members of the commissions, boards, or committees. The Senate concurred. (Sec. 301)
6. Historical Program. The Governor transferred the language regarding the Historic Site Preservation Grants, the administration of the Museum Store, Discretionary Historical Grants for the preservation of Michigan lighthouses, Michigan Freedom Trail Commission, and State Historic Site Application Fees.
