CONTENT


The bill would amend the Michigan Vehicle Code to require that the Secretary of State develop and issue a "Support Public Education" fund-raising license plate. The Secretary of State would have to design the plate, and the words "support public education" and "Michigan" would have to appear on it.


The bill specifies that a vehicle owner could request a "Support Public Education" license plate instead of a standard plate when registering a vehicle. In addition to the regular registration tax, the vehicle owner would have to pay $25 and a $5 service fee. The Secretary of State would have to deposit the $25 payment into the State School Aid Fund.

FISCAL IMPACT


The statutes for existing fund-raising license plates set a service fee of $10. The level of this fee was established following an evaluation of the administrative, manufacturing, and distribution costs of the plates. The $10 service fee is revenue-neutral, meaning it covers exactly the cost of producing the plate and the State experiences no net gain or loss. The service fee established in the bill would be $5. This would result in a cost to the State of $5 for every plate purchased.
