ANTI-TERRORISM: BLDG. BLUEPRINT - S.B. 939 (S-2): FLOOR ANALYSIS

CONTENT
The bill would amend the Michigan Penal Code to prohibit a person from obtaining or possessing a blueprint, evacuation plan, or other diagram or description of a "public structure", or engaging in surveillance of a public structure, with the intent to commit a violation of the "Michigan Anti-Terrorism Act" proposed by Senate Bill 930. A violation would be a felony punishable by up to 20 years' imprisonment, a maximum fine of $20,000, or both. The bill is tie-barred to Senate Bill 930.
"Public structure" would include both of the following:
-- A building, structure, or other facility owned or operated by the Federal government, the State, a political subdivision of the State, or any other instrumentality of the State or of a local unit of government.
-- A privately owned building, enclosure, or other facility, all or part of which was open to the public.
