Changes from FY 2001-02 Year-to-Date:
1. Community College Operations. The Governor recommends a continuation level of support for college operations. The Senate Subcommittee recommendation concurs in this recommendation, providing the same level of funding for each college in FY 2002-03 as was provided in FY 2001-02. 0
2. At Risk Student Success Program. This program is designed to address the needs of students who test at a level that would indicate that they will not be successful in college without additional preparatory assistance. The Governor recommends continuation level funding for the program, yet makes adjustments to individual college allocations as required by the existing distribution formula for the program. The Senate Subcommittee recommendation would concur in this recommendation. 0
3. Renaissance Zone Tax Reimbursement. This program reimburses colleges for property tax revenue lost from properties located within a Renaissance Zone development. The Governor has recommended an increase in funding to reflect anticipated program reimbursement costs for FY 2002-03. 4. Postsecondary Access Student Scholarship (PASS). This program is aimed at providing scholarships to eligible students equal to the difference between college tuition and all other financial aid. Students must be degree seeking, enrolled at least part-time, have qualifying MEAP scores, and be PELL-eligible. Program expenditures in FY 2001-02 are expected to be approximately $1.5 million, and slightly higher in FY 2002-03. The Governor recommends continuation level funding. No program eligibility changes have been recommended. The Senate Subcommittee recommendation concurs in the Governor's recommendation. 0
5. Tuition Restraint Proposals. The Governor's recommendation contains no provisions for tuition restraint. In addition, the conditional appropriation based on the repeal of the tuition tax credit language has been eliminated. The Senate Subcommittee concurs in the recommendation. 0
6. Comparison to Governor's Recommendation. The Senate Subcommittee recommendation is identical to the Governor's recommendation.

Changes from FY 2001-02 Year to Date:
1. Reports on Internet. The Senate Subcommittee concurs in the Governor's recommendation to remove the "pilot" designation for Internet reporting, and instead requires that unless otherwise requested, reports required in the bill be placed on the Internet with written notification of the report's availability. (Sec. 208)
2. "Buy American". The Senate Subcommittee reinstates language eliminated by the Governor that requires the purchase of American goods and services if they are comparable to foreign goods. (Sec. 209)
3. Deprived and Depressed Communities. The Senate Subcommittee reinstates language eliminated by the Governor that would encourage colleges to ensure businesses in depressed areas compete for services. (Sec. 210)
4. Public School Employee Retirement Act amendments. The Senate Subcommittee concurs with the Governor to eliminate language requiring any amendments to the public school employee retirement act that require pre-funding of health benefits to also apply to community colleges. (Sec. 216)
5. Tax Increment Finance Authorities. The Senate Subcommittee reinstates language eliminated by the Governor that requires the department of Treasury to compile and publish a report on the property tax revenue lost by colleges as a result of tax increment finance authorities and tax abatements. (Sec. 219)
6. Co-Terminus College Districts. The Senate Subcommittee reinstates language eliminated by the Governor that requires continued review of the recommendations of the Co-terminus district task force. (Sec. 225)
7. Collaboration with Universities. The Senate Subcommittee reinstates language eliminated by the Governor that states Legislative intent that colleges collaborate with universities to increase program articulation. (Sec 224)
8. Intent to Fully-Fund Gast-Mathieu Funding Formula. The Senate Subcommittee reinstates language eliminated by the Governor that states legislative intent to fully-fund the Gast-Mathieu funding formula. (Sec. 228)
9. College Crime Statistics. The Senate Subcommittee concurs with the Governor to eliminate the requirement that the Department of Career Development provide web and hard copy access to crime data collected and kept by each college and the U.S. department of education. (Sec. 229)
10. Abortion Coverage in Employee Health Insurance. The Senate Subcommittee reinstates language eliminated by the Governor that prohibits the use of state funds for health insurance that include abortion services (except in the cases of spontaneous abortions, or to protect the life of the mother) for college employees. (Sec. 230)
11. Benefits for Unmarried Partners. The Senate Subcommittee reinstates language eliminated by the Governor that prohibits use of State funds for benefits to unmarried partners of college employees. (Sec. 231)
12. Payment of Contraceptives. The Senate Subcommittee reinstates language eliminated by the Governor that encourages colleges to ensure that preventative contraceptives are included in insurance plans. (Sec. 233)
13. Promoting Equal Opportunities. The Senate Subcommittee reinstates language eliminated by the Governor that requires colleges to promote equal opportunities, a diverse student body, and eliminate discrimination. (Sec. 234)
14. College Funding Increases to Follow Universities. The Senate Subcommittee reinstates language eliminated by the Governor that states that funding increases for universities be given to community colleges (Sec. 402)
15. Economic Development Job Training. The Senate Subcommittee reinstates language eliminated by the Governor that would state Legislative intent that 70% of the economic development job training grant money be awarded to community colleges. (Sec. 403)
16. Postsecondary Access Student Scholarship (PASS). The Senate Subcommittee concurs with the Governor to eliminate two reporting elements--the effect of eliminating the age requirement and income eligibility. (Sec. 404)
17. Tuition Tax Credit Repeal. The Senate Subcommittee concurs with the Governor to eliminate the conditional appropriation to community colleges contingent on the repeal of the Tuition Tax Credit. (Sec. 405)
