NEIGHBORHOOD ENTERPRISE ZONES - S.B. 1519 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend the Neighborhood Enterprise Zone Act to allow an owner or developer of a proposed facility in a neighborhood enterprise zone to receive a building permit for new construction or rehabilitation of an existing facility before applying for a neighborhood enterprise zone certificate, if the facility were to be located in an area designated as a neighborhood enterprise zone by the local governmental unit in July 1996 and if the building permit were issued on or before July 3, 2001. For any certificate issued under the bill, the effective date of the certificate would be January 1, 2001.

FISCAL IMPACT
The bill would minimally reduce non-school local unit revenues, minimally increase State revenues, and minimally increase expenditures from the State School Aid Fund.
