        A bill to expand certain criteria for the promotion of cer-

   tain public safety employees.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

           Sec. 1.  An eligible public safety employee shall not be

      promoted based solely on seniority.

 3
           Sec. 2.  As used in this act:

 4
           (a) "Eligible public safety employee" means a police officer

 5
      or firefighter not subject to a civil service system established

 6
      pursuant to 1935 PA 78, MCL 38.501 to 38.518.

           (b) "Firefighter" means a member of an organized fire

 8
      department who is responsible for fire suppression and other fire

 9
      related services.  Firefighter does not include a member of the

      state classified civil service system.

           (c) "Police officer" means a sheriff or sheriff's deputy, a

      village or township marshal, or an officer of the police
