A bill to amend 1956 PA 217, entitled "Electrical administrative act," by amending section 7 (MCL 338.887), as amended by 1992 PA 130. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 7. (1) Except as otherwise provided in this act or in 2 subsection (3), a person, firm, or corporation shall not engage 3 in the business of electrical contracting unless the person, 4 firm, or corporation has received from the board or from the 5 appropriate municipality an electrical contractor's license. 6 (2) Except as otherwise provided in this act or in 7 subsection (3), a person, other than a persondulylicensed 8 under this act and employed by and working under the direction of 9 a holder of an electrical contractor's license, shall not in any 10 manner undertake to execute any electrical wiring. 04157'01 * LBO 2 1 (3) A license under this act is not required in the 2 execution of the following classes of work: 3 (a) Minor repair work, as defined in section 1. 4 (b) The installation, alteration, repairing, rebuilding, or 5 remodeling of elevators, dumbwaiters, escalators, or man lifts 6 performed under a permit issued by an elevator inspection agency 7 of the state of Michigan or political subdivision of the state of 8 Michigan. 9 (c) The installation, alteration, or repair of electrical 10 equipment and its associated wiring installed on the premises of 11 consumers or subscribers by or for electrical energy supply or 12 communication agencies for use by such agencies in the genera- 13 tion, transmission, distribution, or metering of electrical 14 energy or for the operation of signals or transmission of 15 intelligence. 16 (d) The installation, alteration, or repair of electric 17 wiring for the generation and primary distribution of electric 18 current, or the secondary distribution system up to and including 19 the meters, where such work is an integral part of the system 20 owned and operated by an electric light and power utility in 21 rendering its duly authorized service. 22 (e) Any work involved in the manufacture of electric equip- 23 ment, including the testing and repairing of such manufactured 24 equipment. 25 (f) The installation, alteration, or repair of equipment and 26 its associated wiring for the generation or distribution of 27 electric energy for the operation of signals or transmission of 04157'01 * 3 1 intelligence where such work is in connection with a 2 communication system owned or operated by a telephone or tele- 3 graph company in rendering itsdulyauthorized service as a 4 telephone or telegraph company. 5 (g) Any installation, alteration, or repair of electrical 6 equipment by a homeowner in a single family home and accompanying 7 outbuildings owned and occupied or to be occupied by the person 8 performing the installation, alteration, or repair of electrical 9 equipment. 10 (h) Any work involved in the use, maintenance, operation, 11 dismantling, or reassembling of motion picture and theatrical 12 equipment used in any building with approved facilities for 13 entertainment or educational use and which has the necessary per- 14 manent wiring and floor and wall receptacle outlets designed for 15 the proper and safe use of such theatrical equipment, but not 16 including any permanent wiring. 17 (i) Work performed by mechanical contractors licensed in 18 classifications listed in section 6(3)(a), (b), (d), (e), and (f) 19 of theforbesFORBES mechanical contractor act,Act No. 192 of20the Public Acts of 1984, being section 338.976 of the Michigan21Compiled Laws1984 PA 192, MCL 338.976, plumbing contractors 22 licensed underAct No. 266 of the Public Acts of 1929, being23sections 338.901 to 338.917 of the Michigan Compiled Laws1929 24 PA 266, MCL 338.901 TO 338.917, and employees of persons licensed 25 underAct No. 192 of the Public Acts of 1984 and Act No. 266 of26the Public Acts of 1929THOSE ACTS while performing maintenance, 27 service, repair, replacement, alteration, modification, 04157'01 * 4 1 reconstruction, or upgrading of control wiring circuits and 2 electrical component parts within existing mechanical systems 3 defined in the mechanical and plumbing codes provided for in the 4 STILLE-DEROSSETT-HALE SINGLE state construction code act,of51972,1972 PA 230, MCL 125.1501 TO 125.1531, including, but not 6 limited to, energy management systems, relays and controls on 7 boilers, water heaters, furnaces, air conditioning compressors 8 and condensers, fan controls, thermostats and sensors, and all 9 interconnecting wiring associated with the mechanical systems in 10 buildings which are on the load side of the unit disconnect, 11 which is located on or immediately adjacent to the equipment, 12 except for life safety systems wiring. 13 (j) Electrical wiring associated with the installation, 14 removal, alteration, or repair of a water well pump on a single 15 family dwelling to the first point of attachment in the house 16 from the well, by a registered pump installer under part 127 of 17 the public health code,Act No. 368 of the Public Acts of 1978,18being sections 333.12701 to 333.12771 of the Michigan Compiled19Laws1978 PA 368, MCL 333.12701 TO 333.12771. 20 (k) The installation, maintenance, or servicing of burglar 21 alarm systems within a building or structure. 22 (l) The installation, maintenance, or servicing of residen- 23 tial lawnsprinklingIRRIGATION equipment AND OF COMMERCIAL 24 LAWN IRRIGATION EQUIPMENT, EXCEPT ANY HARD-WIRED CONNECTION MORE 25 THAN 50 VOLTS. 04157'01 * 5 1 (M) THE INSTALLATION, MAINTENANCE, OR SERVICING OF 2 LOW-VOLTAGE LANDSCAPE LIGHTING SYSTEMS AND EQUIPMENT, EXCEPT ANY 3 HARD-WIRED CONNECTION MORE THAN 50 VOLTS. 4 (N)(m)The installation, alteration, maintenance, or 5 repair of electric signs and related wiring by an unlicensed 6 individual under the direct supervision of a licensed sign spe- 7 cialist except that the ratio of unlicensed individuals engaged 8 in this activity shall not exceed 2 unlicensed individuals to 1 9 licensed sign specialist. An enforcing agency shall enforce this 10 ratio on a jobsite basis. 11 (O)(n)The construction, installation, maintenance, 12 repair, and renovation of telecommunications equipment and 13 related systems by a person, firm, or corporation primarily 14 engaged in the telecommunications and related information systems 15 industry. This exemption does not include the construction, 16 installation, maintenance, repair, and renovation of a fire alarm 17 system. 04157'01 * Final page. LBO
