A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803e (MCL 257.803e), as amended by 1998 PA 68. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 803e. (1) A person who has been a prisoner of war OR 2 THE SPOUSE OF A DECEASED FORMER PRISONER OF WAR may make 3 application APPLY to the secretary of state for a special regis- 4 tration plate which shall be THAT IS inscribed with special 5 identification numbers preceded by the letters "EX-POW" and 6 shall have HAVING the words "ex-prisoner of war" inscribed 7 beneath the registration number. 8 (2) A person who was a member of the armed services during 9 World War I may make application APPLY to the secretary of 10 state for a special registration plate , which shall be THAT IS 05187'01 JJG 2 1 inscribed with special identification numbers preceded by the 2 letters "WWI" and shall have HAVING the words "World War I 3 veteran" inscribed beneath the registration number. 4 (3) A person who was a member of the armed services during 5 1941, stationed at a United States military or naval establish- 6 ment at Pearl Harbor in the Hawaiian islands, and who survived 7 the attack by Japan on Pearl Harbor on December 7, 1941 may make 8 application APPLY to the secretary of state for a special regis- 9 tration plate , which shall be THAT IS inscribed with special 10 identification numbers and shall have HAVING the words "Pearl 11 Harbor survivor" inscribed beneath the registration number. 12 (4) A person who is a recipient of the purple heart medal 13 may make application APPLY to the secretary of state for a spe- 14 cial registration plate which shall be THAT IS inscribed with 15 special identification numbers and shall have HAVING the words 16 "combat wounded veteran" inscribed beneath the registration 17 number. In addition, the special registration plate described 18 under this subsection shall be inscribed with a vignette of the 19 official purple heart medal. 20 (5) Application for a special registration plate shall be on 21 a form prescribed by the secretary of state , and shall be 22 accompanied by any proof of the applicant having been a prisoner 23 of war, SPOUSE OF A DECEASED FORMER PRISONER OF WAR, World War I 24 veteran, Pearl Harbor survivor, or recipient of the purple heart 25 medal which THAT the secretary of state may require. The 26 application for a special registration plate shall also be 27 accompanied with payment of a $5.00 service fee. 05187'01 3 1 (6) Upon proper application and payment of the $5.00 service 2 fee, the secretary of state shall issue 1 or more special regis- 3 tration plates for each applicant for use on a passenger 4 vehicle. A person who is disabled who makes application for a 5 special registration plate under this section and who makes pay- 6 ment of the $5.00 service fee shall be issued a tab for persons 7 with disabilities as provided in section 803f for his or her spe- 8 cial registration plate. The secretary of state shall require 9 the same proof that the applicant is a disabled person as is 10 required for issuance of a permanent windshield placard under 11 section 675. A person is entitled to 1 special registration 12 plate issued under subsection (1) which is exempt from payment of 13 the tax provided in section 801. A person who is issued an addi- 14 tional special registration plate under subsection (1) shall be 15 assessed the applicable tax provided for in section 801. A 16 person issued 1 or more special registration plates under 17 subsection (2), (3), or (4) shall be assessed the applicable tax 18 provided in section 801. 19 (7) The use of a special registration plate on a vehicle 20 other than the vehicle for which the plate is issued, or by a 21 person who does not qualify under this section, is a 22 misdemeanor. 23 (8) The special registration plate issued under this section 24 expires on the birthday of the vehicle owner in a year in which 25 new plates are issued by the secretary of state.
