HOUSE BILL No. 5720 February 21, 2002, Introduced by Rep. Kuipers and referred to the Committee on House Oversight and Operations. A bill to amend 1893 PA 116, entitled "An act to provide for the maintenance, management and control, of the Michigan school for the deaf, and to repeal all laws inconsistent herewith," by amending sections 10, 12, 14, and 16 (MCL 393.60, 393.62, 393.64, and 393.66). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 10. The board ofsaid institutionTHE MICHIGAN 2 SCHOOL FOR THE DEAF shall cause a full and accurate inventory, in 3 duplicate, to be taken at the close of each fiscal year next pre- 4 ceding the regular session of the legislature, by the officers in 5 charge., whichTHE INVENTORY shall specify the number of acres 6 of land and the value thereof, the number, kind, and value of 7 buildings, the various kinds of personal property, and the value 8 thereof., whichTHE inventory shall be signed by the officer 9 making thesameINVENTORY, and certified as correct by the 02241'01 JLB 2 1 board of trustees.; 1ONE copy ofwhichTHE INVENTORY shall 2 be made in a proper record book to be kept for that purpose in 3 theinstitutionSCHOOL, andthe otherANOTHER shall be filed 4inWITH theoffice of the auditor generalSTATE TREASURER on 5 or before the first day of September of the year when made; and a 6 summary of the inventory shall be published in the biennial 7 report. 8 Sec. 12.That the saidTHE board of trusteesare hereby9 IS authorized to draw from the general fund of the state trea- 10 sury, in the months of January, February and March, in the years 11 in which the regular sessions of the legislature are held,such12 THE amount of moneyas shall be made to appear to the auditor13generalCONSIDERED BY THE STATE TREASURER to be necessary to 14 meet the current expenses of theinstitutionSCHOOL during 15saidTHOSE months, which amount shall not exceed 1/4 the amount 16 appropriated for the current expenses forsaid institutionTHE 17 SCHOOL for the year precedingsaidTHAT regular session of the 18 legislature. 19 Sec. 14. The members of said board shall receive no compen- 20 sation for their services under this act, except their traveling 21 and other necessary official expenses., and the auditor22generalTHE STATE TREASURER isherebyauthorized and required 23 to audit and allow the members ofsaidTHE board of trustees 24 the expenses necessarily incurred by them in the discharge of 25 their duties., upon their certifying the same to be correct,26and draw his warrant upon the treasury therefor. And it shall be27the duty of theTHE state treasurertoSHALL paysaid02241'01 3 1warrantsTHE APPROVED EXPENSES out ofany moneys not otherwise2appropriated, and charge the same tothe general fund. 3 Sec. 16.In cases where persons, residents of this state,4who are deaf and dumb, but who, on account of their poverty, are5 IF A RESIDENT OF THIS STATE WHO QUALIFIES TO ATTEND THE SCHOOL 6 FOR THE DEAF IS unable to furnishthemselves withsuitable 7 clothing and other necessaries for attending THE school,at the8institution for the deaf and dumb,the board of trusteesshall9have discretionary power to render them suchMAY PROVIDE 10 FINANCIAL assistance, not exceeding 60 dollars per annum for each 11 person, and for that purpose may issue a certificate to the 12auditor generalSTATE TREASURER, that such amount is necessary 13 for the benefit ofsuch individuals, whoTHE PERSON. THE STATE 14 TREASURER shall draw his OR HER warrantupon the state treasurer15therefor; and any suchFOR THAT SUM. THESE sums are hereby 16 appropriated and shall be paid out of anymoneysMONEY in the 17 general fund not otherwise appropriated.and the auditor18generalTHE STATE TREASURER shall charge allsuch asMONEY 19 drawn UNDER THIS SECTION to the countyofIN whichsuch aTHE 20 person is a resident, or to which he or she belongs, to be col- 21 lected and returned to the general fund as any state taxes are 22 required to be by law. 02241'01 Final page.
