HOUSE BILL No. 5906 April 16, 2002, Introduced by Rep. Palmer and referred to the Committee on Employment Relations, Training and Safety. A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 63 (MCL 388.1663), as amended by 2001 PA 121. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 63. (1) From the general fund appropriation in section 2 11, there is allocated an amount not to exceed $1,800,000.00 for 3 2000-2001 for implementation of the Michigan manufacturing tech- 4 nology program for the corresponding school years as provided 5 under this section. 6 (2) From the allocation in subsection (1), there is allo- 7 cated $1,800,000.00 to the department, in conjunction with the8departmentof career development,to award competitive grants 9 for the purpose of improving manufacturing technology programs 10 offered by public education agencies. The maximum amount of a 05800'01 * FDD 2 1 grant under this subsection shall not exceed $50,000.00 for each 2 public education agency determined to be eligible for funding. 3 (3) Applications for grants under subsection (2) shall be 4 submitted in a form and manner determined by the department, in5conjunction with the departmentof career development. Criteria 6 for funding shall include all of the following: 7 (a) The public education agency operates a manufacturing 8 technology program, is a participating agency in a regional 9 career preparation plan described in section 68, and has the sup- 10 port of the local workforce development board for submission of 11 the grant application. 12 (b) The public education agency offers employer-provided 13 instruction for its pupils as part of its manufacturing technol- 14 ogy curriculum. 15 (c) The public education agency agrees to evaluate the 16 impact of the grant. 17 (d) Any other criteria determined by the department, in18conjunction with the departmentof career development. 19 (4) Grants awarded under subsection (2) shall be used by 20 eligible public education agencies for activities intended to 21 increase the amount of employer-provided instruction provided to 22 pupils and to increase pupil awareness of manufacturing technol- 23 ogy programs. 24 (5) The department, in conjunction with the departmentof 25 career development,shall consider the potential for graduates 26 to be placed in high-wage, high-demand positions upon completion 05800'01 * 3 1 of the manufacturing technology program in its determination of 2 grant awards. 3 (6) Grants under subsection (2) shall be awarded by the 4 department OF CAREER DEVELOPMENT no later than May 31 before the 5 beginning of the fiscal year and paid out to the grant recipients 6 in total no later than October 1 of the fiscal year for which the 7 grant is awarded.
