A bill to provide for a study on the feasibility of using vehicles powered by alternative fuel; and to prescribe the powers and duties of certain state agencies and departments. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. This act shall be known and may be cited as the 2 "alternative fuel and vehicle act". 3 Sec. 2. As used in this act: 4 (a) "Alternative fuel" means electricity, ethanol, and natu- 5 ral gas. 6 (b) "Department" means the state transportation department. 7 (c) "Vehicle" means an automobile, truck, van, or sport 8 utility vehicle that is normally powered by gasoline or diesel 9 fuel but can utilize alternative fuel as an exclusive source of 10 fuel or in combination with gasoline or diesel fuel. 07109'02 * MRM 2 1 Sec. 3. The department shall conduct a feasibility study on 2 the feasibility of the state purchasing and utilizing vehicles 3 that are able to operate using alternative fuel. The feasibility 4 study shall address all of the following: 5 (a) The location, type, and number of alternative fueling 6 stations that are needed to make practical use of the vehicles. 7 (b) The type of fuel that can be used to power the 8 vehicles. 9 (c) The feasibility of a partnership to provide alternative 10 fueling stations with existing private service stations to pro- 11 vide for the number of fueling stations needed to use the 12 vehicles. 13 Sec. 4. The department shall present the written feasibil- 14 ity study and make recommendations for the implementation of a 15 pilot program based on the information contained in the feasibil- 16 ity study to the transportation committee of the house of repre- 17 sentatives and the transportation and tourism committee of the 18 senate no later than 9 months after the effective date of this 19 act.
