        A bill to amend 1972 PA 106, entitled

   "Highway advertising act of 1972,"

   by amending section 9 (MCL 252.309), as amended by 1998 PA 533.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

             Sec. 9.  (1) Except for signs existing on March 31, 1972, a

 2
        permit shall be issued or denied BY THE DEPARTMENT within 10

 3
        business days  after proper receipt of  FROM THE DATE the permit

 4
        form and the permit fee IS RECEIVED from the applicant.  A permit

 5
        shall not be issued for a sign  which is  prohibited by section

 6
        18(a), (b), (c), or (d).  A permit shall not be issued for a sign

 7
        that violates this act unless the sign is eligible for removal

 8
        compensation under section 22.

             (2) NO MORE THAN 10,000 PERMITS SHALL BE ALLOWED FOR SIGNS

        IN THIS STATE.  IF MORE THAN 10,000 PERMITS EXIST ON THE

        EFFECTIVE DATE OF THE AMENDATORY ACT THAT ADDED THIS SUBSECTION,

        THE DEPARTMENT SHALL NOT ISSUE ANY ADDITIONAL PERMITS UNTIL A

 2
        SUFFICIENT NUMBER OF SIGNS HAVE BEEN REMOVED SO THAT THE TOTAL

        NUMBER OF PERMITS MEETS THE REQUIREMENT OF THIS SUBSECTION.
