A bill to amend 1964 PA 282, entitled

"An act to divide the state into 19 congressional districts; to

provide for the nomination of candidates for representative in

congress to be elected at the 1964 November election; and to

repeal certain acts and parts of acts,"

by amending the title and section 1 (MCL 3.51) and by adding sec-

tions 3 and 4.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

1 TITLE

2 An act to divide the state into 19 15 congressional dis-

3 tricts; to provide for the nomination of candidates for repre-

4 sentative in congress to be elected at the 1964 November

5 election; TO PRESCRIBE THE POWERS AND DUTIES OF CERTAIN STATE

6 DEPARTMENTS AND OFFICERS; and to repeal certain acts and parts

7 of acts.

1 Sec. 1. The state is divided into 19 15 congressional

2 districts pursuant to the ratio of representation fixed under an

3 act of congress for the apportioning anew APPORTIONMENT of the

4 representatives among the several states. Each district is enti-

5 tled to 1 representative. The districts are constituted and num-

6 bered as follows:

7 (A) (1) The first district. consists of the city of

8 Highland Park and that part of the city of Detroit enclosed in a

9 line beginning at the intersection of Eight Mile road and

10 Livernois avenue, south on Livernois avenue to the Pennsylvania

11 and Detroit Terminal railroad, west on the Pennsylvania and

12 Detroit Terminal railroad to Kentucky avenue, south on Kentucky

13 avenue to Fullerton avenue, west on Fullerton avenue to Meyers

14 road, south on Meyers road to Tireman avenue, east on Tireman

15 avenue to the Detroit Terminal railroad and the western boundary

16 of the city of Detroit, south on the western boundary of the city

17 of Detroit to Warren avenue, east on Warren avenue to West Grand

18 boulevard, north and east on West and East Grand boulevard to

19 Joseph Campau, north on Joseph Campau to the southern boundary of

20 the city of Hamtramck, west and north along the southern and

21 western boundaries of the city of Hamtramck to the southern

22 boundary of the city of Highland Park, west and north along the

23 southern and western boundaries of the city of Highland Park to

24 McNichols road, east on McNichols road to the eastern boundary of

25 the city of Highland Park, south along the eastern boundary of

26 the city of Highland Park to Davison avenue, east on Davison

27 avenue to Conant avenue, north on Conant avenue to Nevada avenue,

5 (B) (2) The second district. consists of the counties of

6 Lenawee, Livingston, Monroe and Washtenaw and the townships of

7 Plymouth and Northville and the city of Plymouth, in Wayne

8 county.

9 (C) (3) The third district. consists of the counties of

10 Eaton, Calhoun, Barry, Kalamazoo and Clinton, except the town-

11 ships of Bath and DeWitt.

12 (D) (4) The fourth district. consists of the counties of

13 Allegan, Berrien, Cass, St. Joseph, Branch, Hillsdale and Van

14 Buren.

15 (E) (5) The fifth district. consists of the counties of

16 Ionia and Kent.

17 (F) (6) The sixth district. consists of the counties of

18 Ingham, Jackson, Shiawassee and the townships of Bath and DeWitt

19 in the county of Clinton.

20 (G) (7) The seventh district. consists of the counties of

21 Genesee and Lapeer.

22 (H) (8) The eighth district. consists of the counties of

23 Huron, Sanilac, Saginaw, St. Clair and Tuscola.

24 (I) (9) The ninth district. consists of the counties of

25 Benzie, Lake, Leelanau, Grand Traverse, Manistee, Mason,

26 Muskegon, Newaygo, Oceana, Wexford and Ottawa.

1 (J) (10) The tenth district. consists of the counties of

2 Antrim, Alcona, Arenac, Bay, Clare, Crawford, Gratiot, Gladwin,

3 Isabella, Iosco, Kalkaska, Mecosta, Midland, Missaukee, Montcalm,

4 Osceola, Ogemaw, Oscoda and Roscommon.

5 (K) (11) The eleventh district. consists of the counties

6 of Alger, Alpena, Baraga, Charlevoix, Cheboygan, Chippewa, Delta,

7 Dickinson, Emmet, Gogebic, Houghton, Iron, Keweenaw, Luce,

8 Mackinac, Marquette, Menominee, Montmorency, Ontonagon, Otsego,

9 Presque Isle and Schoolcraft.

10 (l) (12) The twelfth district. consists of the county of

11 Macomb and that portion of the city of Detroit enclosed in a line

12 beginning at the intersection of Eight Mile road and Redmond

13 avenue, south on Redmond avenue to Seven Mile road, east on Seven

14 Mile road to Kelly avenue, north on Kelly avenue to Eight Mile

15 road, west on Eight Mile road to the point of beginning, in Wayne

16 county.

17 (M) (13) The thirteenth district. consists of that part

18 of the city of Detroit enclosed in a line beginning at the

19 Detroit river and West Grand boulevard, north on West Grand bou-

20 levard to Myrtle avenue, west on Myrtle avenue to West Grand bou-

21 levard, north and east on West and East Grand boulevard to

22 Griffin avenue, east on Griffin avenue to Moran avenue, south on

23 Moran avenue to Milwaukee avenue, east on Milwaukee avenue to

8 Grosse Pointe in Wayne county, and that part of the city of

9 Detroit enclosed in a line beginning at the intersection of Eight

10 Mile road and Eureka avenue, south on Eureka avenue to Seven Mile

11 road, east on Seven Mile road to Fenelon avenue, south on Fenelon

8 Dearborn Heights, Garden City, Lincoln Park, Melvindale and

9 Wayne, in Wayne county.

10 (16) The sixteenth district consists of the townships of

11 Brownstown and Grosse Ile and the cities of Dearborn, Ecorse,

12 Gibraltar, River Rouge, Riverview, Southgate, Trenton and

13 Wyandotte and that part of the city of Detroit south and west of

14 a line beginning at the eastern boundary of the city of Dearborn

15 and Warren avenue, east on Warren avenue to West Grand boulevard,

16 south on West Grand boulevard to Myrtle avenue, east on Myrtle

17 avenue to West Grand boulevard, south on West Grand boulevard to

18 the Detroit river, in Wayne county.

19 (17) The seventeenth district consists of that part of the

20 city of Detroit west of a line beginning at the intersection of

21 Eight Mile road and Livernois avenue, south on Livernois avenue

22 to the Pennsylvania and Detroit Terminal railroad, west on the

23 Pennsylvania and Detroit Terminal railroad to Kentucky avenue,

24 south on Kentucky avenue to Fullerton avenue, west on Fullerton

25 avenue to Meyers road, south on Meyers road to the southern

26 boundary of the city of Detroit, in Wayne county.

1 (18) The eighteenth district consists of the cities of

2 Berkley, Birmingham, Bloomfield Hills, Clawson, Ferndale, Hazel

3 Park, Huntington Woods, Lathrup Village, Madison Heights, Oak

4 Park, Pleasant Ridge, Royal Oak, Southfield and Troy and the

5 townships of Addison, Avon, Bloomfield, Oakland, Pontiac, Royal

6 Oak and Southfield in Oakland county.

7 (19) The nineteenth district consists of the townships of

8 Brandon, Commerce, Farmington, Groveland, Highland, Holly,

9 Independence, Lyon, Milford, Novi, Orion, Oxford, Rose,

10 Springfield, Waterford, West Bloomfield and White Lake, and the

11 cities of Farmington, Keego Harbor, Pontiac, South Lyon, Sylvan

12 Lake, Walled Lake and Wixom in Oakland county, and that portion

13 of the city of Northville lying in Oakland county, and the town-

14 ship of Redford and the city of Livonia in Wayne county and that

15 portion of the city of Northville lying in Wayne county.

16 SEC. 3. THE SECRETARY OF STATE SHALL PREPARE A MAP AND A

17 LEGAL DESCRIPTION OF EACH DISTRICT CONSTITUTED UNDER THIS ACT.

18 THE LEGAL DESCRIPTION SHALL BE IN TERMS OF POLITICAL SUBDIVI-

19 SIONS, SUCH AS COUNTIES, CITIES, AND TOWNSHIPS; MAN-MADE FEA-

20 TURES, SUCH AS STREETS, ROADS, HIGHWAYS, AND RAILROADS; AND NATU-

21 RAL FEATURES, SUCH AS WATERWAYS, WHICH POLITICAL SUBDIVISIONS AND

22 MAN-MADE AND NATURAL FEATURES FORM THE BOUNDARIES OF THE

23 DISTRICT. THE SECRETARY OF STATE SHALL CONVEY THE MAP AND LEGAL

24 DESCRIPTION OF EACH DISTRICT TO THE LEGISLATURE AND THE

25 GOVERNOR.
