        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by amending section 13 of article V, to

   require calling of a special election to fill a vacancy in the

   state legislature within a certain time limit and to clarify leg-

   islative authority in regard to the scheduling of that election.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to require calling of a special election to

   fill a vacancy in the state legislature within a certain time

   limit and to clarify legislative authority in regard to the

   scheduling of that election, is proposed, agreed to, and submit-

   ted to the people of the state:

                                    ARTICLE V

             Sec. 13.   The  NOT MORE THAN 60 DAYS AFTER THE VACANCY

 3
        OCCURS, THE governor shall issue writs of election to fill

 4
         vacancies  A VACANCY in the senate or house of representatives.

 5
         Any such  AN election CALLED UNDER THIS SECTION shall be held in

 6
        a manner AND WITHIN THE TIME LIMITS prescribed by law.

             Resolved further, That the foregoing amendment shall be sub-

 8
        mitted to the people of the state at the next general election in

 9
        the manner provided by law.
