A joint resolution proposing an amendment to the state con- stitution of 1963, by amending section 29 of article IV, to pro- vide that a bill proposing a local act may only be introduced by a member of the legislature who resides in the district affected by the local act. Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state con- stitution of 1963, to provide that a bill proposing a local act may only be introduced by a member of the legislature who resides in the district affected by the local act, is proposed, agreed to, and submitted to the people of the state: 1 ARTICLE IV 2 Sec. 29. The legislature shall pass no local or special act 3 in any case where a general act can be made applicable, and 4 whether a general act can be made applicable shall be a judicial 07614'02 JLB 2 1 question. No local or special act shall take effect until 2 approved by two-thirds of the members elected to and serving in 3 each house and by a majority of the electors voting thereon in 4 the district affected. Any act repealing local or special acts 5 shall require only a majority of the members elected to and serv- 6 ing in each house and shall not require submission to the elec- 7 tors of such district. A BILL PROVIDING FOR A LOCAL OR SPECIAL 8 ACT MAY ONLY BE INTRODUCED IN THE LEGISLATURE BY A MEMBER WHO 9 RESIDES IN THE DISTRICT AFFECTED BY THAT LOCAL OR SPECIAL ACT. 10 Resolved further, That the foregoing amendment shall be sub- 11 mitted to the people of the state at the next general election in 12 the manner provided by law. 07614'02 Final page.
