Sponsor: Sen. Michelle M. McManus

House Committee:  Commerce

Senate Committee:  Economic Development, Small Business and Regulatory Reform

First Analysis (4-20-04)

BRIEF SUMMARY: The bill would declare the Friday of the second full week of May would be known as “Michigan Manufacturing Day”.

FISCAL IMPACT: The bill would have no fiscal impact on state or local government.

THE APPARENT PROBLEM:

With the recent surge in manufacturing jobs leaving the State, some people believe that it is important for young people to gain a better understanding of Michigan's manufacturing base and its impact on the local economy. They feel that manufacturers should be encouraged to reach out to area students, teachers, and parents so that residents understand the role of industry in their community.

THE CONTENT OF THE BILL:

The bill would declare that the Friday of the second full week of May would be known as "Michigan Manufacturing Day". It would encourage manufacturers to open their plants and facilities to young people, teachers, and parents, and encourage visits to manufacturing plants and facilities to foster knowledge and appreciation of the historic, scientific, economic, and cultural significance of manufacturing in Michigan.

HOUSE COMMITTEE ACTION:

The House Committee on Commerce adopted no amendments but reported the bill in the form it passed the Senate.  Information in this analysis was derived from an analysis by the Senate Fiscal Agency dated 3-19-04.

ARGUMENTS:

For:

By encouraging manufacturers in the state to open the doors of their plants and facilities to children, their teachers, and parents, the bill would help foster an appreciation for manufacturers and their historic, scientific, economic, and cultural significance to Michigan. This could encourage children to pursue careers in the manufacturing field. Each May, the governor declares Michigan Manufacturing Week to spotlight the tremendous contributions manufacturers make to the state. During the week, members of the Michigan Manufacturers Association arrange public tours of their facilities to raise awareness of the key role manufacturing plays in the state's economy. The proposed date of Michigan Manufacturing Day would fall within this week.

POSITIONS:

The Michigan Manufacturers Association indicated support of the bill to the House Commerce Committee.  (4-20-04)

The National Federation of Independent Business indicated support of the bill.  (4-20-04)
