A SUMMARY OF HOUSE BILL 4077 AS INTRODUCED 1-28-03
The Occupational Code provides for the licensure of cosmetology establishments and permits the issuance of a limited license to an establishment that engages only in electrology. Under the code, a cosmetology establishment must be under the daily attendance and supervision of a licensed cosmetologist who is at least 18 years old and who has had at least one year of practical experience in cosmetology. In the case of an establishment limited to electrology, the supervising licensee must be a licensed electrologist with one year of experience in electrology. House Bill 4077 would eliminate, in each case, the one year of experience requirement for the supervising licensees.
[Under the code, a cosmetologist is an individual who offers hair care services, skin care services, manicuring services, or electrology. Electrology is defined as the permanent removal of hair from the body of an individual using electricity.]
