A SUMMARY OF HOUSE BILL 4082 AS INTRODUCED 1-29-03
The Natural Resources and Environmental Protection Act allows, among others, farming, horticulture, silviculture, lumbering, and ranching activities to take place in a wetland without a permit. The allowable practices include plowing; irrigation; irrigation ditching; seeding; cultivating; minor drainage; harvesting for the production of food, fiber, and forest products; and upland soil and water conservation practices. House Bill 4082 would also allow activities reasonably necessary to commence and continue farming or to bring land into agricultural production.
