A SUMMARY OF HOUSE BILL 4085 AS INTRODUCED 1-29-03
The Natural Resources and Environmental Protection Act (Public Act 451 of 1994) requires the Department of Natural Resources (DNR) to designate those state parks in which a park permit is required for lawful entry by motor vehicle, and prohibits individuals from entering those parks without a valid permit, with certain exceptions.
The bill provides that a motor vehicle permit would not be required for a recreational vehicle that serves as a stationary and primary camping shelter that is camped legally in, and not moved from, the state park campground during the duration of the stay. However, this exception would only apply if the operation of the recreational vehicle is limited to the dates of arrival and departure, and the recreational vehicle is part of a camp that includes one additional motorized vehicle.
In addition, the act requires that the permit be affixed to the lower right-hand corner of a vehicle's windshield. The bill would require, instead, that the permit to be affixed to a vehicle's windshield in an area designated by the DNR.
