A SUMMARY OF HOUSE BILLS 4183 AND 4184 AS INTRODUCED 2-11-03

Public Act 320 of 2000 amended the L.E.I.N. Policy Council Act to require that the policy and rules established by the council authorize a public or private school superintendent, principal, or assistant principal to receive vehicle registration information - of a vehicle that is within 1,000 feet of school property - obtained through the Law Enforcement Information Network (LEIN) by a law enforcement agency. House Bill 4183 would amend the act (MCL 28.214) to include a school security director or other security personnel as a person authorized to receive such information.

Public Act 64 of 1998 amended the Michigan Vehicle Code to require that the secretary of state's records of applications for motor vehicle registration be available to the state and federal agencies and the Friend of the Court as provided under the L.E.I.N. Policy Council Act. (The code requires that the secretary of state create and maintain a computerized central file of all applications for registration of motor vehicles, and that the computerized central file be interfaced with the LEIN. The records must be preserved for three years after the date of registration.) House Bill 4184 would amend the code (MCL 257.221) to require the records be available also to school districts.

House Bill 4183 and House Bill 4184 are tie-barred to each other.
