A SUMMARY OF HOUSE BILL 4187 AS INTRODUCED 2-11-03

House Bill 4187 would amend the Michigan Telecommunications Act to require an operator service provider that owns or operates a pay phone or contracts to provide toll service for a pay phone provider to provide certain information to individuals attempting to use toll service by making a "0+ call". Specifically, before advising a pay phone caller attempting to use toll service how to complete a 0+ call, the operator service provider would be required to advise the caller how to receive a rate quote. To receive a quote, the caller would have to be given the option of either pressing a sequence of not more than two keys or staying on the line for assistance from the toll service provider. The caller could not be assessed any charge for the use of the pay phone or toll service if the caller terminates the call after receiving the rate quote.

The bill's requirements would not apply to calls made by a caller utilizing his or her toll provider of choice by dialing the provider's access service method.
