A SUMMARY OF HOUSE BILL 4927 AS INTRODUCED 7-2-03

            House Bill 4927 would amend the Michigan Vehicle Code to require that the secretary of state develop and issue a state-sponsored “Thin Blue Line” fund-raising license plate and matching collector plate, with the proceeds to be spent to assist and support the families of injured or deceased officers of law enforcement agencies within the state of Michigan.  The plate would be designed by the secretary of state, together with the Thin Blue Line of Michigan.  Further, the bill would create a Thin Blue Line Fund within the Department of Treasury.          

         Under the bill, the secretary of state would transfer the donation money to the state treasurer.  In addition, House Bill 4927 specifies that the state treasurer could receive money or other assets from any source for deposit into the fund, and would direct investment of those funds, as well as credit to the fund the interest and earnings from fund investments.  Money in the fund at the close of the fiscal year would not lapse to the general fund.

         The bill also specifies that the state treasurer would be required to disburse money in the fund on a quarterly basis to the Thin Blue Line of Michigan, Post Office Box 415, Howell, Michigan 48844-0415, or a successor address.  The Thin Blue Line would be required to spend the money solely to assist and support the families of injured or deceased officers of law enforcement agencies within the state of Michigan.
