A SUMMARY OF HOUSE BILL 4960 AS INTRODUCED 7-15-03

         The bill would amend the Natural Resources and Environmental Protection Act to allow landfills to accept certain kinds of yard waste during winter months.

         Currently under the law, the owners or operators of landfills or municipal solid waste incinerators cannot dispose of solid waste that includes yard clippings (although the prohibition does not apply to yard clippings that are diseased or infested). Under House Bill 4960, this prohibition on the disposal of yard clippings in landfills and incinerators would not apply from December 1 to March 1 of each year.  However, during this time the landfills and incinerators could not accept Christmas trees and other trees and branches that could be chipped into mulch.
