A SUMMARY OF HOUSE BILL 5044 AS INTRODUCED 8-13-03
House Bill 5044 would amend the Revised School Code to add a new section that would provide for a special education parent registry.
The bill would require that the board of a local school district ensure that the district developed and maintained a voluntary special education parent registry. Under the bill, all of the following would apply to the special education parent registry.
· The registry would contain the names and contact information for parents and legal guardians of students enrolled in the school district who received special education services, as well as include the names and contact information for special education teachers, school counselors, and school social workers employed by the school district.
· The registry’s information would be made available to parents (and legal guardians) for communications and networking purposes.
· At least 10 days before the first annual individualized educational planning committee meeting for each student who received special education services, the school officials responsible for the meeting would be required to notify the student’s parent (or legal guardian) about the parent registry, and that parent (or legal guardian) could be included on the registry by giving written permission.
· Inclusion on the parent registry would be completely voluntary and would occur following written permission of the parent (or legal guardian), and school officials would remove a parent (or legal guardian) from the registry promptly upon receiving a written request by the parent (or legal guardian) to be removed.
