SUMMARY OF HOUSE BILL 5790 AS DISCHARGED FROM COMMITTEE

            House Bill 5790 would amend the lottery act to require the State Lottery Commissioner to issue lottery sales licenses to veterans' organizations enabling them to sell Club Keno.

 

Specifically, the bill would amend the lottery act to require the commissioner to issue the same type of lottery sales licenses to veterans' organizations that hold club licenses as he/she issues to persons who hold Class C licenses and to require the commissioner to authorize veterans' organizations that possess club licenses to conduct the same type of lottery as persons who possess Class C licenses.

BACKGROUND INFORMATION:

A "Class C" license is defined to mean a license to sell at retail beer, wine, mixed spirit drinks, and spirits for consumption on the premises under the Liquor Control Code of 1998.  A "Club" license is defined to mean a license to sell for consumption on the licensed premises, beer, wine, mixed spirit drink, and spirits only to bona fide members of the club who have attained the age of 21 years.

 

FISCAL IMPACT:

There would be an indeterminate increase in the amount of revenue generated for the state School Aid Fund.
