CONTENT
The bill would amend the Michigan Telecommunications Act to require a provider to provide local calling to adjacent calling areas pursuant to a rate plan approved by the Public Service Commission (PSC), if the provider met the following conditions:
-- The provider provides basic local exchange service or basic local exchange and toll service to fewer than 250,000 end-users in this State.
-- The provider offers to end-users single-party basic local exchange service, tone dialing, toll access service, including end-user common line services and dialing parity at a total price not higher than the amount charged on May 1, 2000.
-- The provider provides dialing parity access to operator, telecommunication relay, and emergency services to all basic local exchange end-users.
Under the bill, if the provider had not received PSC approval by January 1, 2004, it would be subject to subsection (11) of the section being amended.
Under subsection (11), a call made to a local calling area adjacent to the caller's local calling area must be considered and billed as a local call. Under the bill, calls made from an island to certain parts of the mainland as designated by the PSC, also would have to be billed as local calls.
The bill's proposed requirement and subsection (11) would apply only to a provider that provided basic local exchange service in Michigan before January 1, 1992.
