CONTENT
The bill would amend the Natural Resources and Environmental Protection Act to require that a civil fine paid for a violation of Part 31 of the Act (Water Resources Protection) be credited to the National Pollution Discharge Elimination System Program Fund (proposed by Senate Bill 250 (S-1)). Money dedicated to the Environmental Education Fund under Section 2505 would not be credited to the NPDES Program Fund. (Section 2505 requires that 25% of all civil fines collected under Parts 31, 111 (Hazardous Waste Management), and 115 (Solid Waste Management) be dedicated to the Environmental Education Fund.)
The bill is tie-barred to Senate Bills 250, 251, and 252.

FISCAL IMPACT
The bill would have no net fiscal impact on the State or local units of government. The bill would direct revenue form civil fines for violations of this section to the new NPDES Program Fund instead of the General Fund.
