respond to unsuccessful applicants; 2) deleting the report to the Legislature from local governments and

community foundations; 3) deleting the legislative district report on awardees; 4) changing the application

fee from $100.00 or 1% to $300.00 or 3%. The Senate maintains the legislative district report but requires

it be submitted electronically, added a new grant category titled Historical Projects Program, changed the

percentage for the anchor program from 65 to 70, and added language restricting awards to 10% of the total

appropriation for all grant recipients. The House struck the language restricting awards to 10% of the total

appropriation for all grant recipients. (Sec. 401)</p>

be distributed on a competitive basis and adds language requiring the funding to target libraries in high

unemployment areas and provide the libraries with high speed internet connections and methods for

sustainability. (Sec. 605)</p>
