 7.  Grants to Detroit and Grand Rapids Public Libraries. The Governor recommended a 6.6% reduction to each of these grants ($132,500). The Senate eliminated these grants and transferred the Federal funding into a separate line item. The House restored 60% of current year funding. The Conferees include only Reed Act funding: $1 million for Detroit and $125,000 for Grand Rapids.

 8.  State Aid to Libraries. The Governor recommended a 6.6% reduction to this line ($850,000). The Senate recommended maintaining current-year funding at $12,660,000. The House restored $462,600 of the Governor’s recommended reduction. The Conference Committee funds these grants at $13,327,100.

 9.  Federal Aid to Libraries. The Senate transferred Federal Reed Act funding from the Library of Michigan line, and the Detroit and Grand Rapids Libraries into this new line totaling $1,211,300. Items Included by the Senate and House

 1.  Michigan History Magazine Subscriber List. The Senate added new language requiring the Department to make this list available to the Historical Society of Michigan. (Sec. 507)

Conference Agreement on Items of Difference

 2.  Arts and Cultural Grants. The Governor recommended: 1) deleting the requirement that the Council respond to unsuccessful applicants; 2) deleting the report to the Legislature from local governments and community foundations; 3) deleting the legislative district report on awardees; 4) changing the application fee from $100.00 or 1% to $300.00 or 3%. The Senate maintained the legislative district report but requires it be submitted electronically, added a new grant category titled Historical Projects Program, changed the percentage for the anchor program from 65 to 70, and added language placing a 10% cap on grant. The House struck the 10% cap language. The Conference Report does not include the cap. (Sec. 401)

 3.  Excess Proceeds From Collections in the State Historical Museum. The Governor added language allowing the Department to receive and expend excess proceeds from auctions, sales, or transfers of artifacts from the museum collections for additional material. The Senate concurred and added language requiring notification to the chairs of sales. The House added notification to the Vice Chair and Minority Vice Chair. The Conference Report includes the House language. (Sec. 505)

 4.  Report on the Detroit and Grand Rapids Public Libraries. The Senate deleted this section. The House reinstated this section. The Conference Committee does not include this language.

 5.  Federal Reed Act Work Project Account. The Senate added language redirecting the funding in the FY 2002 Work Project Account from the Detroit and Grand Rapids Public Libraries into a competitive grant award program for all eligible libraries. The House deleted language requiring this funding be distributed on a competitive basis and added that the funding target libraries in high unemployment areas and provide for high speed internet connections and methods for sustainability. The Conference Committee includes the House language and added that FY 2003-04 is the final year of funding for the Detroit and Grand Rapids Public Libraries. (Sec. 605)

 6.  Special Collections. The Senate added new language allocating $100,000 for Detroit and $50,000 for Grand Rapids and requiring a statewide study on special collections. The House deleted the allocation language but maintains the language regarding the study. The Conference Report does not include this language.

 7.  Detroit Public Library. The Senate added a requirement that the special collections be open on nights and weekends; requiring a report on patrons to the collection; and a plan for maintaining them when supplemental funding is eliminated. The House did not include the plan for maintaining or dispersing the collections after supplemental funding ends or requiring these collections be open on nights and weekends. The Conference Report does not include these sections.

 8.  State and Local Historical Societies. The Conference Report includes new language regarding the distribution of the $100,000 for a competitive grant program for these organizations. (Sec. 508)

 9.  Book Distribution Centers. The Conference Report includes new language regarding the distribution of the appropriated funding in this line item, by designating $158,700 for the Public Enrichment Foundation and $148,800 for the Michigan Friends of Education. (Sec. 607)
