 1.  Library Services Technology Fund. The Governor recommended an increase in spending authority for this Federal Grant program. The Subcommittee concurs.

 2.  Mackinac Island State Park Commission. The Governor recommended an increase in restricted fund spending authority for both the Airport Park Operations Fees ($30,000) and the Mackinac Island State Park Fund ($235,000) to help offset the GF/GP reductions. The Subcommittee concurs.

 3.  Renaissance Zone Reimbursement. The Governor recommended an increase in this line to reflect the estimated increases in payouts for FY 2003-04. The Subcommittee recommends transferring this to the Department of Treasury budget.

 6.  Grants to Detroit and Grand Rapids Public Libraries. The Governor recommended a 6.6% reduction to each of these grants ($132,500). The Subcommittee recommends eliminating these grants and transferring the Federal funding into a Federal Aid to Libraries line item.

 7.  State Aid to Libraries. The Governor recommended a 6.6% reduction to this line ($850,000). The Subcommittee recommends maintaining current year funding at $12,660,000.

 8.  Federal Aid to Libraries. The Subcommittee recommends transferring Federal Reed Act funding from the Library of Michigan Operations line, and the grant lines to the Detroit and Grand Rapids Public Libraries into this new line totaling $1,211,300.

FY 2003-04 HISTORY, ARTS AND LIBRARIES BUDGET - BOILERPLATE HIGHLIGHTS

Changes from FY 2002-03 Year to Date:

 1.  Standard Language. The Governor recommended deleting the following standard sections: Privatization, Deprived and Depressed, Buy American, Affirmative Action, Track Database Access, Early Retirement, Budgetary Savings, and Tobacco language. The Subcommittee maintained Privatization, Deprived and Depressed; Buy American; and Affirmative Action language.

 2.  Records Center. The Governor recommended adding language to allow the Department to receive and expend funds related to the services provided to other State agencies and branches of Government. The Subcommittee concurs. (Sec. 211)

 3.  Encourage Administrative Efficiencies. The Governor recommended adding language that would appropriate to the Department one-half of the unexpended FY 2002-03 GF/GP that would otherwise lapse at year end. The Subcommittee did not include this language.

 4.  Per Diem Payments. The Governor recommended deleting this language allowing for per diem payments to members of boards, commissions, or committees. The Subcommittee concurs.

 5.  Arts and Cultural Grants. The Governor recommended: 1) deleting the requirement that the Council respond to unsuccessful applicants; 2) deleting the report to the Legislature from local governments and community foundations; 3) deleting the legislative district report on awardees; 4) changing the application fee from $100.00 or 1% to $300.00 or 3%. The Subcommittee maintains the legislative district report but requires it be submitted electronically, adds a new grant category titled Historical Projects Program, and changes the percentage for the anchor program from 65 to 60. (Sec. 401)

 6.  Lighthouse Grants. The Governor recommended deleting this grant program language. The Subcommittee retains this language and changes the amounts available for grants to $140,000. (Sec. 504)

 7.  Fees for State Historic Sites. The Governor recommended deleting this language as PA 488 of 2002 has codified the State Historic Site designation program. The Subcommittee concurs.

 8.  Excess Proceeds From Collections in the State Historical Museum. The Governor recommended adding language allowing the Department to receive and expend excess proceeds from auctions, sales, or transfers of artifacts from the museum collections for additional materials for the collections. The Subcommittee concurs and adds language requiring notification to the chairs of any sales or auctions. (Sec. 505)

 9.  Subregional State Aid. The Governor recommended changing this language that ensures local support for the libraries servicing the blind and physically handicapped will not be reduced because the library is receiving Subregional State Aid. The change provides clarification to include those libraries that are in cooperatives and districts libraries. The Subcommittee concurs. (Sec. 601)

10  Federal Aid to Libraries. The Subcommittee adds new language requiring the funding in this line be awarded on a competitive basis to libraries for computers and staff training to assist unemployment claimants. (Sec. 604)

11. Michigan History Magazine Subscriber List. The Subcommittee adds new language requiring the Department to make this list available to the Historical Society of Michigan. (Sec. 507)

12. Renaissance Zone Reimbursement. The Subcommittee recommends this language be transferred to the Department of Treasury budget.

13. Report on the Detroit and Grand Rapids Public Libraries. The Subcommittee recommends deleting this section.

14. Federal Reed Act Work Project Account. The Subcommittee recommends adding new language redirecting the funding in the FY 2002 Work Project Account from the Detroit and Grand Rapids Public Libraries to a competitive grant award program for all eligible libraries. (Sec. 605)

15. Repealer. The Subcommittee recommends repealing Section 520 of 2002 PA 530. (Sec. 701)
