House Changes to Senate Passed:

 

1.     Employment and Training Initiatives. The House concurred with the Senate to include funds for the Fatherhood and Marriage Initiatives, except for $100 item of difference, and added funds to expand Individual Development Accounts and the Welfare to Career Work Innovation Grants.

2.     Teenage Parent Counseling. The House reduced the program to reflect a 10% reduction compared to the Senate proposed 5% reduction.

4.     Child Care Fund. The House concurred with the Governor to increase the county reimbursement for in-home services from 50% to 75% and transfered funds to the Enhanced Child Care Fund Reimbursement for Community Programs line by 2% above the Senate transfer amount.

Changes from FY 2002-03 Senate-Passed:

 1.    Faith-based Organization Contracts. The House changed “ecclesiastical” to “religious” in this section that provides assurances for contract participation. (Sec. 220)

 2.    Local Office Consolidations. The House amended the section with a mandate for a report on restructuring local offices. (Sec. 261)

 3.    Uniform Reporting. The House changed “performance” to “permanence”. (Sec. 270)

 4.    Policy Changes. The House did not concur with the provision for reports on department policy changes and regulatory plan. (Sec. 273)

 5.    style="font-weight: bold">Billboard Advertising. The House eliminated “billboards” from language restricting advertising funds. (Sec. 275)

 6.    Report Retention. The House provided for the receipt and retention of all appropriation funded reports. (Sec. 276)

 7.    Penalty Refund. The House did not concur with the Senate recommendation, provided a $10.2 million appropriation for FY 2003-04 (Sec. 413) and a revised FY 2002-03 appropriation of $16.1 million, and repealed the section. (Secs. 1001 and 1002)

 8.    Community Action. The House permitted $650,000 for a Bureau of Community Action and Economic Opportunity and a Commission on Community Action and Social Opportunity to advocate for low-income State residents. (Sec. 417)

 9.    Employment Support. The House provided $40,000 for in TANF funds for Welfare Career Innovative Grants in 4 counties across the State. (Sec. 420)

10.   Teenage Parent Counseling. The House amended the language with a 10% match provision for program contractors. (Sec. 523)

11.   Foster Care Services. The House amended the language mandating case to worker ratio not to exceed the Department’s ratio, if providers are to receive the first opportunity for service provision. (Sec. 537)

12.   Criminal Sexual Conduct. The House provided for education and training planning to reduce under age youth conduct and mandates a report on the plan. (Sec. 543)

13.   Five-year Assistance Limit. The House mandated continuation of welfare payments past the 5-year Federal limit as opposed to the Senate permissive payment language. (Sec. 648)

14.   Boys and Girls Clubs. The House amended with permissive language opposed to the Senate mandate for statewide projects. (Sec. 668)

15.   Day Care Notice. The House mandated a department notice to recipient and provider if a recipient’s eligibility is reduced or eliminated. (Sec. 673)

16.   Youth Offender Placement. The House provided that the FIA, Department of Corrections, judges, prosecutors, counties and private agencies meet to recommend youth offender placement criteria. (Sec. 717)
