POW/MIA MEMORIAL FREEWAY - S.B. 530:

FIRST ANALYSISSenate Bill 530 (as enrolled)

Sponsor: Senator Alan Sanborn

Committee: Transportation

Date Completed: 6-11-03

RATIONALE

Under the Michigan Memorial Highway Act, 60-some sections of Michigan highway are designated to memorialize individuals or groups of people. Approximately two dozen are dedicated to people who served in the military. None of the sections, however, is specifically dedicated to prisoners of war or people missing in action. Some people believe that a section of road in Macomb County should be designated as a “POW/MIA Memorial Freeway”.

CONTENT

The bill would amend the Michigan Memorial Highway Act to designate the part of M-53 located between 27 Mile Road and 34 Mile Road in Macomb County, as the “POW/MIA Memorial Freeway”.

Proposed MCL 250.1086

ARGUMENTS

(Please note: The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency. The Senate Fiscal Agency neither supports nor opposes legislation.)

Supporting Argument

People who were taken prisoner of war faced horrible living conditions, torture, and death. When the survivors return to their homes and families, they have deeply distressing memories and often must contend with psychological stress, including nightmares and flashbacks of their captivity, which may affect their ability to work as well as their relationships with others. The bill would honor people who continue to be profoundly affected by the ordeal they underwent in the course of defending the nation, and those people who never returned.
