PREMARITAL EDUCATION: TAX CREDIT S.B. 961 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend Public Act 128 of 1887, which provides for the civil licensing and registration of marriage, to specify that, if the parties to a marriage attended and completed a premarital education program, they could claim the income tax credit available under House Bill 5468.


The bill is tie-barred to House Bill 5469 (which would make the same amendment to Public Act 128), and would take effect on October 1, 2004.

FISCAL IMPACT
This bill would reduce income tax revenue by an estimated $2 million on a full-year basis. All of this loss in revenue would have an impact on General Fund/General Purpose revenue. This bill would not have any direct fiscal impact on local government.
