TEACHER CERTIFICATION FUND S.B. 1016: FLOOR ANALYSIS

CONTENT
The bill, which is part of the agreement to balance this year's budget, would amend the Revised School Code to expand the uses of the Teacher-Administrator Preparation and Certification Fund. Under current law, money in the Fund may be spent only for the operation of two items, the teacher and administrator preparation and certification programs. Under the bill, the Fund also could be used for teacher and administrator professional development and other quality-related activities.


The bill also would transfer $1,000,000 from this restricted fund to the General Fund in the current fiscal year, 2003-04.

FISCAL IMPACT
By allowing for an expanded use of restricted funds, this legislation potentially would (free up( General Fund/General Purpose (GF/GP) funds currently appropriated in the Department of Education budget bill, thereby allowing the GF/GP funds to be used in other areas of the State budget. The Governor's recommended Department of Education budget for FY 2004-05 presumes this expanded usage and shifts $574,800 in current-year GF/GP-funded appropriations to certification fees.
