MANUFACTURING DAY S.B. 1026 (S-2): FIRST ANALYSIS
Senate Bill 1026 (Substitute S-2 as enrolled)
Sponsor: Senator Michelle M. McManus
Committee: Economic Development, Small Business and Regulatory Reform
Date Completed: 3-19-04
RATIONALE
With the recent surge in manufacturing jobs leaving the State, some people believe that it is important for young people to gain a better understanding of Michigan's manufacturing base and its impact on the local economy. They feel that manufacturers should be encouraged to reach out to area students, teachers, and parents so that residents understand the role of industry in their community.
CONTENT
The bill would declare that the Friday of the second full week of May would be known as "Michigan Manufacturing Day". It would encourage manufacturers to open their plants and facilities to young people, teachers, and parents, and encourage visits to manufacturing plants and facilities to foster knowledge and appreciation of the historic, scientific, economic, and cultural significance of manufacturing in Michigan.
ARGUMENTS
(Please note: The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency. The Senate Fiscal Agency neither supports nor opposes legislation.)
Supporting Argument
By encouraging manufacturers in the State to open the doors of their plants and facilities to children, their teachers, and parents, the bill would help foster an appreciation for manufacturers and their historic, scientific, economic, and cultural significance to Michigan. This could encourage children to pursue careers in the manufacturing field. Each May, the Governor declares Michigan Manufacturing Week to spotlight the tremendous contributions manufacturers make to the State. During the week, members of the Michigan Manufacturers Association arrange public tours of their facilities to raise awareness of the key role manufacturing plays in the State's economy. The proposed date of Michigan Manufacturing Day would fall within this week.
