Changes from FY 2003-04 Year-to-Date:
  1. Facility Closures and Conversions. The DOC would convert the Huron Valley Correctional Facility to a mental health/forensic center, now found in the Huron Valley Center (HVC). The HVC would be converted to a women's facility to house prisoners currently at Western Wayne, due to be demolished because of environmental problems. (20,501,600)
2. Additional Prison Beds. Funds new beds by opening beds at Egeler, Camp Tuscola, and Camp Lehman, as well as lowering the security level and double-bunking the Oaks. 13,898,800
3. Michigan Youth Facility. The budget includes $17,989,400 in GF/GP funding to replace Federal Violent Offender Incarceration/Truth in Sentencing funds which have run out. 0
4. Salary Step Increases. Increased funding for salary increases due to increasing seniority. 12,092,300
5. Security Technology Enhancements. Savings due to staffing reductions made possible by increased security technology including cameras and personal protection devices. (12,808,800)
6. Hepatitis C. The Executive recommends $5,863,000. The Senate reduces it to $100. 100
7. Field Operations. Changes to community placement and parole procedures include a new transition program for women and an increase in the need for parole agents. 2,923,400
8. Sentencing Guidelines Revisions. An elimination of the local facility housing program and the use of parole/probation oversight fees allow funding of additional probation residential center beds, a jail crowding reduction program, and an outpatient treatment program to reimburse local governments for costs associated with the Executive's proposal for sentencing guideline revisions. The Senate renames the new lines to refer to prison alternatives rather than sentencing guidelines. 400,000
9. Training. Includes increases for training new officers and training facility rent . 1,646,700
10. Health Care. Efficiencies of $1,202,900 mitigate higher pharmaceutical costs of $932,400. (270,500)
11. Substance Abuse Testing and Treatment. Executive recommends continuing funding at FY 2003-04 levels. Senate reduces the line by $5,250,400. (5,250,400)
12. Academic/Vocational Programs. The Executive recommends continuing funding at FY 2003-04 levels. The Senate reduces the line by $5,000,000. (5,000,000)
13. Transportation Efficiencies. Senate requires efficiencies in prisoner transportation. (2,000,000)
14. Administrative Savings. The Senate reduces all central office administration by 1%. (386,700)
15. Economic Adjustments. Includes an increase for salaries, retirement, and insurances. 154,770,100

  1. Retained Sections. The Senate retains a number of sections which the Executive proposes to delete, including: * ???Section 205 - Hiring Freeze Language.

* ???Section 210 - Encourages contracts with businesses in Deprived and Depressed Communities.
* ???Section 214 - Requires quarterly reports regarding the Michigan Youth Correctional Facility (MYCF).
* ???Section 215 - Requires a MYCF Contract Monitor.
* ???Section 216 - Requires a report on the revenues and expenditures of all non-GF/GP revenues.
* ???Section 219 - Requires a report of the implementation of savings to compensate for unfunded economics.
* ???Section 302(2) - Establishes legislative intent that Substance abuse funds be fully expended for that purpose.
* ???Section 404 - Requires a report of correctional facility staffing ratios.

2. Deletions. The Senate concurs with the Governor in deleting the following sections: ????* ???Section 216 - Requires copies of any Invitation to Bid or Request for Proposal for the MYCF contract.
* ???Section 218 - Requires that the DOC perform a Hepatitis C seroprevalance study.
* ???Section 905 - Requires copies of any Invitation to Bid or Request for Proposal for the Health Care contract.
* ???Section 406 - Requires a Cost/Benefit analysis of privatizing prisoner transportation services.
* ???Section 706(2) - County Jail Reimbursement: Criteria for offenders whose crimes were committed before 1999.
* ???Section 707 - Describes purpose of appropriation for the Local Facility Housing Program.
* ???Section 708 - Describes requirements of the Probation Detention Program.
3. Contingency Funds. The Executive adds contingency fund transfer language, which the Senate deletes. (Sec. 225)
4. Sentencing Guidelines Revisions. The Executive recommends language to guide funding of new programs intended to reimburse counties for additional costs associated with the Governor's proposed changes to sentencing guidelines. The Senate deletes this section. (Section 711)
5. Transportation Efficiencies. The Senate adds language requiring the DOC to implement transportation efficiencies to fulfill a $2,000,000 negative line. It requires legislative transfer to assign savings to appropriate lines. (Section 220)
6. Travel Restrictions. The Senate adds a section prohibiting out-of-state travel and limiting other non-essential travel expenditures to 50% of that expended in FY 2003-04. (Section 221)
7. Sheriffs' Coordinating and Training Office. The Senate adds language requiring that expenditures of this line be used as intended by the Local Corrections Officer Training Act. (Section 406)
8. Prisoner Medication. The Senate adds a section requiring that when a prisoner is transferred between facilities, his or her prescription medications be transferred as well. (Section 909)
9. Health Insurance Reimbursement. The Senate adds language requiring the DOC to collect reimbursement from health insurance providers for the health care of prisoners who have retirement health insurance benefits. It requires a report by April 1, 2005 on its efforts and the amount of reimbursement successfully collected. (Section 910).
10. Education Reports. The Senate requires DOC complete a report on the percent of offender intake with a high school diploma or GED as well as a report comparing the recidivism of offenders who completed vocational programs with those who did not. (Section 1010)
