House Changes to Senate-Passed:
  1. Administrative General Fund Reductions. The House includes General Fund reductions proposed by the Governor in a revised recommendation. (135,800)
2. Transfer of Delinquent and Tax Reverted Property Program. Executive Order 2004-2 transferred this function to the Department of Treasury. The Governor issued a revised recommendation to transfer the associated funding and the House included the action. (1,754,700)
3. Transfer of the Captive Cervidae Program. Executive Order 2004-3 transferred administration of the captive cervidae program to the Department of Natural Resources from the Department of Agriculture. The Governor's revised recommendation transferred $93,500 for this purpose. The House includes a placeholder as an item of difference. 100
4. Forest Certification. A revised recommendation from the Governor included an appropriation to support initial costs of certifying the State's forests. The House concurs with the Governor. 1,500,000
5. Federal Land and Water Conservation Grants. The House incorporates a revised recommendation from the Governor regarding the allocation of Federal funding for grants. 2,565,900
6. Purchased Lands Payments in Lieu of Taxes. The Senate had not appropriated funding for this purpose to reflect an intention to use statutory revenue sharing funds for these payments. The House creates items of difference in each of the four fund sources that may support this appropriation. 4,000
7. Marine Safety Grants. The Senate maintains the current year funding for these grants with an appropriation from the MI State Waterways Fund of $500,000. The House concurs on the amount for the grants, but uses the Marine Safety Fund to maintain the funding level. 0

Changes from FY 2004-05 Senate-Passed:
  1. The House removes sections included by the Senate regarding retention of reports, a report on the Waterways Commission, limitation on travel, a report on habitat projects, fish advisory information, quarterly travel reports, water trails pilot projects, the misuse of free day passes, ski hill operations in the Porcupine Mtn. State park, a pilot project on boating access management, central reservation system audit response, staff for timber marking, and a watercraft noise study.
2. Payments to Local Units of Government. The House makes necessary changes to this section to reflect appropriations in Part 1. (Sec. 201)
3. Contingency Funds. The House restores language authorizing the appropriation of contingency funds when approved through legislative transfers pursuant to the DMB Act. (Sec. 206)
4. Purchased Land PILT. The House adds a section directing the Department to certify to the State Treasurer amounts required for payments in lieu of taxes on purchased lands by April 1. (Sec. 217)
5. Porcupine Mountains Ski Hill PILT. The House includes a requirement that the proceeds from the ski hill be used to pay for the payments in lieu of taxes on the land occupied by the operation. (Sec. 218)
6. Employee savings. The House adds a requirement that savings from negotiated State employee contracts shall lapse to the funding source from which the appropriations were made. (Sec 219)
7. Budgetary Savings. The House includes a section directing the negative appropriation in Part 1 to be satisfied through legislative transfers distributing the savings to specific line items. (Sec. 220)
8. Application and Transaction Fees. The House revises the language regarding these fees on land transactions. (Sec. 403)
9. Land Transaction Report. The House modifies the information required in this report. (Sec. 404)
10. Agricultural Land Rental Agreements. The House includes a section allowing the Department to enter into land rental agreements for the cultivation of agricultural products. (Sec. 503)

15. Snowmobile Law Enforcement Grants. The House modifies language regarding these grants to remove references to "state-designated" snowmobile trails. (Sec. 901)
