TRAVEL EXPENSES S.B. 1083: FLOOR ANALYSIS

CONTENT

The bill would amend the Management and Budget Act to provide that reimbursement for travel expenses could not be made to a State employee unless receipts or other written documentation of the expense were provided. The bill also provides that reimbursement for food, meals, and lodging would be limited to the reimbursement rate in effect for FY 2003-04 and that the rates would have to be adjusted annually based on the Detroit Consumer Price Index if approved by the State Civil Service Commission.

FISCAL IMPACT
The bill would have an indeterminate impact on State government. It is unclear whether the provisions in the bill would apply to State classified employees. Section 217(1) of the Act provides for directives relative to the travel of officers and unclassified employees. Article XI, Section 5 of the Michigan Constitution of 1963 requires Civil Service Commission to regulate all conditions of employment in the classified service. In FY 2003-04, the Civil Service Commission froze reimbursement for food, meals, and lodging at the FY 2002-03 rates.
