SUBMERGED LOG RECOVERY S.B. 1181 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend Part 326 (Great Lakes Submerged Logs Recovery) of the Natural Resources and Environmental Protection Act to provide that each submerged log removal permit would expire on January 1, 2013. The bill also would require an applicant to notify the Department of Environmental Quality of the date on which the Federal government issued its approval for the permit.


Currently, the Department may not issue a permit to remove submerged logs from Great Lakes bottomlands if the permit would be effective beyond December 31, 2006. Also, the term of a permit may not be more than five years. The bill would delete those provisions.

FISCAL IMPACT
The bill would have no fiscal impact on State or local government. The bill would allow the permitted activity to continue for nine more years; however, funding for this program has been removed from the FY 2004-05 budget for the Department of Environmental Quality since all permits have been issued and revenue collected.
