REAGAN MONUMENT COMMISSOIN S.B. 1317 (S-1): FLOOR ANALYSIS

CONTENT
The bill would create the "Ronald Wilson Reagan Memorial Monument Fund Commission Act", which would do the following:

-- Create the "Ronald Wilson Reagan Memorial Monument Fund Commission" in the Department of Management and Budget to oversee the financing, design, and construction of a memorial monument dedicated to former President Reagan.
-- Require that the monument be located on land under the jurisdiction of the Michigan Capitol Park Commission but not on the grounds of the State Capitol.
-- Allow the Commission to accept, on behalf of the Monument Fund (proposed by House Bill 6033), grants and gifts from any source.
-- Require the Commission to convene within six months of the first deposit of money into the Monument Fund.
-- Make it a misdemeanor, punishable by imprisonment for up to one year and/or a maximum fine of $1,000, to solicit or collect money for the Fund through the use of telemarketing; conduct fund-raising activities in the name of the Fund without the Commission's approval; or use the name or logo of the Fund or the Commission in any fund-raising activity without the Commission's approval.


The bill is tie-barred to House Bill 6033, which proposes the "Ronald Wilson Reagan Memorial Monument Fund Act".

FISCAL IMPACT
The bill would have a minimal fiscal impact regarding Commission expenses and creation of the Monument Fund. The bill does not commit State funds for the Monument Fund. No estimate is available regarding the type, cost, and location of the monument.


There are no data to indicate how many offenders would be convicted of the proposed misdemeanor. Local units of government incur the costs of misdemeanor probation and incarceration in local facilities, both of which vary by county. Public libraries would benefit from any additional penal fine revenue.
