The bill would amend Article 12 of the Occupational Code, which provides for the licensure of cosmetologists and cosmetology establishments, to eliminate a requirement that a licensed electrologist have at least one year of experience in electrology in order to be a supervising licensee.

Under Article 12, the Department of Consumer and Industry Services may issue a limited cosmetology establishment license to a person who seeks to perform only one or more cosmetology services on the premises. If the establishment license is limited to electrology, the supervising licensee must be a licensed electrologist with at least one year of experience in electrology.

(Under Article 12, an electrologist is an individual who renders or offers to render electrology, which is the permanent removal of hair from the body of an individual by the use of electricity. To obtain a license as an electrologist, an individual must complete at least 400 hours of training in a licensed cosmetology school where electrology is taught, or serve a six-month apprenticeship in a licensed cosmetology establishment where electrology services are offered.)
