VETERANS MEMORIAL HIGHWAY - H.B. 4115: FIRST ANALYSIS

sans-serif">House Bill 4115 (as reported without amendment)

Sponsor: Representative Stephen Adamini

House Committee: Transportation

Senate Committee: Transportation

Date Completed: 5-14-03

RATIONALE

Under the Michigan Memorial Highway Act, 60-some sections of Michigan highway are designated to memorialize individuals or groups of people. Approximately two dozen sections of highway are dedicated specifically to veterans of foreign and domestic wars. None of the sections specifically memorializing veterans, however, is located in the Upper Peninsula. Some people believe that a section of highway in Michigan’s Upper Peninsula should be designated as a “Veterans Memorial Highway”.

CONTENT

The bill would amend the Michigan Memorial Highway Act to designate a section of highway M-28, from the eastern city limits of Ishpeming in Marquette County and continuing west through Baraga, Houghton, Ontonagon, and Gogebic Counties to the intersection of highway M-28 and highway US-2, as the “Veterans Memorial Highway”.

Proposed MCL 250.1079

ARGUMENTS

(Please note: The arguments contained in this analysis originate from sources outside the Senate Fiscal Agency. The Senate Fiscal Agency neither supports nor opposes legislation.)

Supporting Argument

The Jacobetti Veterans Home in Marquette overlooks a portion of M-28 that is designated under Memorial Highway Act as the Jacobetti Highway. Under the bill, the section of M-28 beginning where the Jacobetti Highway ends would be the “Veterans Memorial Highway”. Because of its location, this would be an appropriate stretch of highway to honor Michigan’s veterans.
