CONTENT

The bill would amend the Youth Employment Standards Act to provide that the Act would not apply to a minor (a person under age 18) who engaged in nonhazardous construction work or operations performed as an unpaid volunteer, if the construction work or operations were performed under adult supervision for a charitable housing organization.

Under the bill, “charitable housing organization” would mean a nonprofit charitable organization, whose primary purpose was the construction or renovation of residential housing for low-income individuals. “Nonhazardous construction work or operations” would mean construction work or operations performed at a construction site of a new or renovated single family home that did not involve the use of power tools, woodworking machinery, or hazardous substances, or other activities that would constitute a great risk of serious injury. Activities that would constitute a great risk of serious injury would include excavation; highway, bridge, or street construction; wrecking; demolition; or new commercial or new multiple residential construction.

A “low-income person” would be a person with a “family income” of not more than 60% of the “statewide median gross income”, as those terms are defined in the State Housing Development Authority Act.
