CONTENT The bill would amend the Revised School Code to require each intermediate school district (ISD) to appoint a special education parent advisory committee to participate in the development of the ISD's plan for the delivery of special education programs and services.

A parent advisory committee could provide advisory input on any matters that it considered appropriate to the improvement of special education services within the ISD.


The committee and its officers would have to consist only of parents of pupils with disabilities, with at least one parent from each constituent district and public school academy, unless no parent agreed to represent the district or the academy. Each constituent district board and each public school academy board of directors would have to nominate at least one parent to serve on the advisory committee. The ISD board could appoint additional members, not to exceed one-third of the total parent advisory committee membership.


The ISD board would have to make every attempt to assure that all types of impairments and all identifiable organizations of parents of pupils with disabilities within the IDS were represented on its parent advisory committee. The ISD would have to secure or allocate fiscal and staff resources to the committee to make it efficient and effective in operation.


The ISD board could recommend operational procedures for review and adoption by the parent advisory committee.


Each parent advisory committee would have to determine and document, in writing, the organizational structure of the committee, including at least all of the following: officers and their responsibilities; meeting times; notice of meeting times; voting procedures; terms of office; and other related matters.


Parent advisory committees would have to comply with the Open Meetings Act and the Freedom of Information Act.

FISCAL IMPACT

The bill would have no fiscal impact on State government. Intermediate school districts could incur an indeterminate, minimal cost in staffing and providing assistance to the parent advisory committees in fulfilling their mission.
